The Office of Capital Programs (OCP) is responsible for identifying and prioritizing capital work within the School District of Philadelphia. This includes maintaining the physical integrity of existing facilities, constructing new buildings, and renovating existing facilities to accommodate the educational needs of the District. OCP shares responsibility with the Divisions of Maintenance and Facilities and Operations for the long term upkeep and replacement of critical building systems over 25.6 million square feet including 494 buildings, annexes, administrative buildings, and athletic fields.

Job Summary:
This is administrative and managerial work in the Operations Division of the School District of Philadelphia supporting the Office of Capital Programs. The employee in this class will participate in the coordination and facilitation of special projects and division initiatives through the creation and management of cross functional teams both internal and external to the District

The candidate will have a specific focus on facilitating a process of on-going communication with parents, school leaders and stakeholders, community residents, community leaders, and elected officials about key initiatives within the Operations Division and Office of Capital Programs. The candidate will coordinate forums to increase community awareness of the many benefits of the School District's Capital Improvement Program. Gains the active support and participation of the community throughout the various phases of the projects.

Significant to the work is facilitating continued communication with parents, students, residents, community leaders, elected officials and labor union leaders. Additional functions involve developing processes and programs to market, promote and advance the work of the Operations Division through various communications and social media outlets. Drafts content for news releases and articles and participates in Operations promotions.

Essential Functions:
  • Works with and monitors the activities of an interdepartmental team; ensures that goals are achieved relative to the opening of schools and that activities are executed in accordance with established timelines; facilitates the resolution of operational issues and provides support to the interdepartmental team.
  • Maintains communication with a wide range of stakeholders and increases community awareness of the Capital Improvement Program through forums; develops and sustains communication with stakeholders; develops agreements with relevant community partners which are reviewed and approved by the appropriate District offices; conducts monthly meetings with community partners to review various phases of the project; develops and actively manages the communication and social media strategies for the multiyear Capital Improvement Program
  • Works with District personnel as well as external parties to oversee the design of floor plans, the development of the construction schedule; the determination of the budget, the attainment of capital funds to purchase furniture, computers and equipment; and the successful signature of lease agreements.
  • Develops plans to involve and support School Planning Team community meetings on major capital projects; works in conjunction with Design Project Managers and Construction Project Managers to coordinate and schedule project meetings where applicable; assists management with the coordination of departmental activities and works with outreach members of the PSIT.
  • Represents management at meetings with internal and external parties; provides information on capital programs, decisions and policies.
  • Keeps abreast of current issues and changes in capital projects and District policies.
  • Prepares oral presentations and writes reports to present findings of internal and external studies on District operations; explains results and their implications to various audiences.
  • Develops materials, displays, and programs to promote District services, missions, goals, and enhance consistency and accuracy in those efforts.
  • Serves as a member on teams evaluating Requests for Qualifications (RFQ) or Requests for Proposals (RFP) for professional services.
Minimum Requirements:
  • Bachelor's degree program at an accredited college or university.
  • Three years of full-time, paid, professional administrative support experience which has involved coordinating and monitoring activities pertinent to the development of schools and communities.
