Duties
  • Provides advice to Senior Analyst, Director, and OLCA executives on a wide variety of SSA legal and policy areas.
  • Includes Retirement, Survivors and Disability benefit programs, program administration, needs-based programs (e.g., SSI), Medicare, and/or budget, finance or administrative issues such as human resources, data exchange, and service delivery.
  • Assists Senior Analyst, Director, and OLCA executives with preparing agency witnesses to testify before Congress, including developing strategies for handling sensitive issues.
  • Drafts agency testimony, key messages and talking points, preparing briefing materials, including electronic and hard copy briefing books, key messages, crib sheets, and Questions and Answers.
  • Analyzes sensitive, confidential and pre-decisional legislative proposals under consideration by SSA executives, the OMB, and Congress; evaluates the need for changes and the feasibility of the proposal.
  • Drafts work products that analyze proposals, identify and address technical problems and possible unintended consequences, and evaluates conformity with SSA program goals.
  • Prepares recommendations on such proposals for internal and external (i.e., Congress, OMB) stakeholders. As needed, work may be subject to review by the Senior Analyst and Director.
  • Collaborates with staff across components on a variety of projects and assignments; attends meetings as OLCA's representative.
  • When directed, provides guidance and advice to staff, managers, and executives on issues that could generate Congressional or media attention.

      Qualifications

      Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include comprehensive knowledge of the development, examination, investigation, adjudication, or authorization of claims for retirement or survivors insurance, disability insurance, pension programs, health insurance, income maintenance, or related programs OR comprehensive knowledge, administration, or other experience in the analysis, development, or review of retirement or survivors insurance, disability insurance, health insurance, income maintenance, pension or related programs, or operational, financial or administrative issues such as service delivery, digital identity and/or modernization, enumeration, budget, human resources, or data exchange.

      NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY
      Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more. Applicants serving under these provisions do not need to submit copies of your disability or Veteran's documentation. However, you must submit a current SF-50 that provides information on the appointment authority under which you were hired. Otherwise, you will not receive non-competitive consideration.

      This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan . The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

      LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

      OTHER NOTES:
      This position is temporary not-to-exceed 1yr. Temporary promotions or reassignments may be extended or become permanent.

      The selectee will be required to file an OGE form 450, Confidential Financial Disclosure Report, in accordance with 5 CFR section 2634, subpart i.

      This position is eligible for telework.

      Relocation expenses will not be paid.

      Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

      This is a moderate risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
