ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions-Requirements and Capabilities.

The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.

The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable capabilities by developing and verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies.

The Interoperability Delivery Section leads the Interoperability, Verification and Validation (IV&V) of C2 Interoperability solutions implemented in NATO and national systems, mainly through the Coalition Warrior Interoperability Exercise (CWIX) but will contribute to a continual, year-round testing environment. The Section also engages widely to ensure the availability of standardized IV&V test processes, and conducts the necessary analysis of CWIX test outcomes to determine levels of NATO and National interoperability.

Principal Duties :
  • Lead development of C3 interoperability test plans and strategies for C3 common funded systems and national capability test requirements in order to meet the requirements of DT Backbone and multi-domain IV&V testing.
  • Develop, maintain and improve existing test tools and frameworks to streamline and improve efficiency for NATO 2030 DT.
  • Contribute to requirements for test-tool harmonization and manage the development of common test tool solutions.
  • Provide advice to stakeholders and lead the execution of various types of tests, including functional, regression, performance, stress, and usability testing.
  • Oversee the identification, documentation and tracking of software defects and inconsistencies.
  • Work closely with the development team to reproduce issues, perform root cause analysis, and verify bug fixes.
  • Lead cross-functional teams, including developers, product managers, and QA engineers, to resolve issues and improve the quality of the testing tools.
  • Lead the continuous improvement of testing processes and methodologies.
  • Stay up-to-date with industry best practices, emerging technologies, and tools related to verification and validation.
Essential Qualifications / Experience:
  • University Degree in information technology, information systems engineering, business administration, quality engineering or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Six (6) years of experience in C3 and IT architectures, interoperability test and validation.
  • Demonstrated ability to work effectively within a multi-national and multi-disciplinary team.
  • Four to Six (4 to 6) years of experience in a technical field such as C3 interoperability, IV&V test planning and delivery, DT, EDTs, Cybersecurity, DS, and AI.
  • Demonstrated understanding of, as well as experience in applying and managing, digital technologies (such as artificial intelligence, cloud computing, data analytics, and cybersecurity) within the context of defense, security, or international organizations.
  • Proven ability to develop and implement C3 architectures, test plans, set objectives, and monitor performance, that align with organizational missions and objectives.
  • Experience in applying policies, guidelines, and standards related to C3 interoperability for Digital transformation and multi-domain systems and capabilities.

Desirable Qualifications / Experience:
  • (Inactive) NATO Staff Officer Orientation Course (ETE-IT-2834) provided by NATO - School Oberammergau (NSO).
  • Proven track record in developing and C3 interoperability test activities, including the successful implementation of IT architectures, digital technologies, processes, and strategies within a complex organization or government agency.
  • Previous experience at an International Organization HQ, NATO Joint Command, NATO HQ or MOD
  • A history of effective collaboration with a wide range of stakeholders pertinent to NATO DT efforts, such as NATO member nations, partner organizations, and industry leaders.
  • Previous military experience in an operational context is desirable, preferably within a multi-national/multi-ethnic environment.

  • In the context of budget management, this post has a direct influence on resource allocation within their Section, supporting decisions on resource distribution to support DT initiatives.

Contribution To Objectives:
  • The work of C3 interoperability impacts ACT's DT initiatives and objectives at various levels of the organisation. The extent of this impact is both direct and indirect. This post contributes significantly to the organization's objectives by developing, improving and harmonizing test tools for C3 interoperability, and contributing to test activities within a year-round IV&V test environment, to enhancing operational understanding, and fostering cooperation with various stakeholders. This work plays a pivotal role in upholding ACT's DT efforts in support of NATO's DT and MDO visions.
Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract
  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.
