The Huntsville-Madison County Public Library is a non-profit library system comprised of ten locations providing library and information services to the city of Huntsville and the surrounding Madison County area.

HMCPLis seeking a Human Resources Director to lead HMCPL's HR department.

The selected candidate will be responsible directly overseeing operations in all aspects of the human resources field to support the Library's efforts to allow the public to safelyand creatively to explore the universe of ideas and connect with our community and the world.

The ideal candidate will be organized, highly knowledgeable about HR, and demonstrate reliability, knowledge, and enthusiasm towards the Library's mission and goals.

GENERAL STATEMENT OF DUTIES:


The Human Resources Director is responsible for planning, directing, maintaining and implementing a comprehensive Human Resources program which includes the areas of recruitment, training, benefits, management development, classification and compensation, employee relations, safety and workers' compensation.

This position is classified as Exempt pursuant to the Fair Labor Standard Act.

HOURS AND COMPENSATION:
This is a full-time, exempt, 40 hour a week position with a pay rate of $31.00 an hour.

Benefits offered include health insurance, dental insurance, vision insurance, life insurance, long-term and short-term disability, and MPP and 457(b) retirement plan options.

General schedule is Monday through Friday.

SUPERVISION RECEIVED:


Works under the supervision of the Executive Director who issues instructions regarding work assignments and who reviews work for conformance to instructions, department rules and procedures.


SUPERVISION EXERCISED:


Responsible for issuing instructions to the HR Assistant, Payroll & Benefits Administrator, Bookkeeper, Administrative Secretary, Business and Development Associate and Training & Vol.

Coordinator.

ESSENTIAL JOB FUNCTIONS:
Cooperates as a team member to help fulfill the Library's

Mission Statement:
"This is the public's library. We empower individuals to create their own futures, explore the universe of ideas, and connect with our community and the world."
Prepares, reviews, maintains and revises the Library's job descriptions;
Supervises the performance of job audits and the analysis of individual positions and classes of positions; prepares recommendations on position reclassification when necessary;
Procures and supervises the conduction of pay surveys and pay comparisons for specified jobs; analyzes pay plan issues; supervises the gathering of cost of living data;
Manages the analysis of issues and grievances related to working conditions, disciplinary actions, and classification disputes; recommends action and negotiates matters related to employee relations problems;
Interprets personnel policies for employees, administration, Library Board members, public officials, and the general public; proposes revised and new policies, procedures and regulations with the assistance of legal counsel; serves on the Policy Committee;
Supervises the development and implementation of orientation for new hires;
Contributes to the development of employee communication strategies;
Reviews employment procedures and practices and confers with legal counsel to ensure compliance with all federal, state and local laws, ordinances, rules and regulations;
Represents the Library on unemployment compensation claim matters;
Collaborates with the Library's Staff Training & Volunteer Coordinator and administration regarding the development, implementation and maintenance of training and development programs for the Library staff;
Collaborates with the Library's Payroll & Benefits Specialist regarding the maintenance of the Library's various benefit programs and providing pertinent information regarding those programs to all employees;
Prepares government reports as needed;
Prepares responses to EEO complaints and confers with legal counsel as necessary;
Supervises recruitment, testing, and employee selection activities; conducts studies to evaluate and improve selection procedures;
Supervises a complex system of employee records and coordinates system maintenance;
Requires regular and prompt attendance plus the ability to work well with others and work well as a team member;

OTHER JOB FUNCTIONS:
Participates in special projects and performs additional duties as required

PHYSICAL DEMANDS:
Work is essentially sedentary which requires sitting at a computer for extended periods of time.

While performing this job, the employee may also be required to stand, walk, reach with hands or arms, climb or balance, stoop, talk and hear.

Must possess the vision required to read printed materials and a computer screen.

The employee in this position may be required to lift and/or carry items and materials generally not exceeding 20 pounds, which includes shelving, carrying and retrieving books and materials from shelves and storage locations.

Must possess the ability to hear and speak with the public both in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer.

WORK ENVIRONMENT:


The work environment normally involves everyday risks or discomforts which require normal safety precautions typical of office environments, but may require the occasional operation of a vehicle during the course of a work day in a variety of weather conditions to attend meetings or meet with public and private individuals.

The employee may interact with upset staff and/or members of the public.
Requirements

MINIMUM QUALIFICATIONS:
A Bachelor's Degree from a college or university accredited by a regional accrediting agency recognized by the U.S.

Department of Education with major coursework in personnel, public or business administration or a related field with at least three years of human resources experience is desired.

Department of Education with at least two years of relevant experience or any combination of education, training, and experience that demonstrates the above listed knowledge, skills, and abilities is required.

KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of the fundamental principles and practices of personnel administration
Considerable knowledge of public library organization
Thorough knowledge of current trends and developments in the human resources field
Knowledge of supervision, training, and staff utilization principles
Ability to direct the daily administration of personnel policies and procedures relating to all personnel functions encompassed by the position
Ability to direct and develop long-range plans related to all personnel functions
Ability to supervise, direct, and evaluate the work of subordinates
Superior human relations and communication skills
Ability to organize work, set priorities, use time effectively, work independently, meet deadlines, and delegate tasks to the extent appropriate to the position with initiative and good judgment
Ability to establish and maintain effective working relationships with staff members, members of the community, elected officials, Library Board Members, and the general public, some of whom may be upset, irate, or unreasonable
Knowledge and ability to utilize the computer and relevant applications as required by the position
Ability to communicate effectively, both orally and in writing
Must have the desire and ability to serve the public and the Library staff with friendliness, tact, and diplomacy
Ability to analyze and to creatively solve problems related to the position
Must possess a reputation of honesty, integrity, and reliability
