The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced addiction treatment supervisor to fill the Program Manager position. This position manages and supervises a group of professional programming staff and Substance Abuse Counselors who provide services, as stipulated by law, to the population or participants in a correctional environment within an assigned prison institution.

Job Duties:

Responsible for the overall functioning of the modified Therapeutic Community (TC)
- Engages in TC meetings, psycho-educational classes, 1:1 meetings, completes all required paperwork, provides case management/transition planning to program participants
- Ensures fidelity to the program model and engages in quality assurance
- Ensures clinical supervision is occurring for non-independently licensed counselors
- Attends complex-level executive meetings and regularly liaises with complex administrators
- Works closely with Offender Operations staff to facilitate communication between addiction treatment counselors and security to ensure maximum utilization of program slots and minimize disruption to unit operations
- Develops and reviews all audit compliance reports and submits all required reports in a timely fashion
- Reviews documentation and reports and makes appropriate recommendations to management
- Monitors use of fiscal resources, equipment and supplies, provides sound recommendations to management regarding purchases and budget concerns
- Develops and recommends policy and process improvements
- Reviews policies to ensure current practices are accurately reflected
- Ensures counseling services are provided in accordance with applicable law, rules, regulations, policies and procedures
- Plans and coordinates meetings and training sessions for staff
- Administers evaluations and manages schedules and leave
- Drives on State business
- Performs other duties appropriate to the assignment

Selective Preference(s):

Master's degree from an accredited school and three (3) years of progressively responsible managerial or supervisory experience
- Correctional experience
- Knowledge of ADCRR policies, procedures and Arizona Correctional Information System (ACIS)
- Licensed in the State of Arizona as a Licensed Independent Substance Abuse Counselor (LISAC), Licensed Professional Counselor (LPC), Licensed Master Social Worker (LMSW), or Psychologist

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and a drug test consistent with Arizona Revised Statutes

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) ).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
