Position Summary

Hiring Incentive will be paid out in three equal installments.

The Land Coordinator directs the City's real property management functions on behalf of all City departments. Executes multiple and single land acquisitions and disposals, and any related grant documents and manages programs to assure compliance with applicable federal and state regulations, City ordinances, and private requirements. The Land Coordinator is also responsible for managing leases of facilities that are used by City staff and the business spaces within City Hall.

Education, Training, Experience, Certifications, Licenses and Registrations

Education / higher education: Bachelor's Degree

For required college degrees, applicable field(s) of study: Civil Engineering, Business Administration, Finance, Public Administration, or a related discipline.

Minimum number of years of directly related experience: Two years of directly related experience in working within the governing principles of right-of-way acquisition, capital project development, municipal operations, appraisals, accounting, real estate, or management. In lieu of the minimum number of years of education, the candidate must possess 6 years of experience in capital project development, working within the governing principles of right-of-way acquisition, or a combination of both related education and experience which equals at least a total of 6 years.

Education and/or experience preferences: Bachelors or Master's degree in Civil Engineering, Business Administration, Finance, Public Administration, or a related discipline.

Driver's License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None

Note -- For any driver, driving record must always meet City driving and insurability standards.

Required certifications, licenses or registrations: The New Mexico Department of Transportation (NMDOT) must have approved the candidate for right-of-way acquisition using Federal funding (Right-of-Way acquisition agent) by the date of hire. If the candidate does not already possess this approval, they must be able to obtain the approval within the timeline established by the NMDOT at the time of hire or within 6 months of hire-whichever is greater.

Preferred certifications, licenses or registrations: NMDOT approved Right-of-Way acquisition agent; Right-of-Way professional or appraisal certification by state boards; Appraisal certification by state boards.

Knowledge, Skills and Abilities

Knowledge: City, state, and federal laws and regulations relating to federal and state right of way acquisition, real property valuation, acquisition and disposal for municipalities, and land use law.

Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Operate a personal computer utilizing word processing, spreadsheets, databases, and imaging. Effectively present information and respond to questions from groups of managers, customers, and the general public. Working with mathematical concepts to analyze problems, interpret data and apply to practical situations found in the workplace.

Abilities: Read, analyze, and interpret contracts, technical reports, survey plats, deeds, general business periodicals, professional journals, technical procedures, and governmental regulations. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Write reports, business correspondence, and procedure manuals.

Interaction with Groups/Agencies/Entities: Internal: Works closely with planning and zoning staff, Public Works project managers, engineers and similar key positions in all Departments, to accomplish real property projects. Coordinates with the City's Purchasing Manager and Director of Financial Services. Obtains transaction and policy review and direction from City Attorney and designees, and the City Manager. External: Works closely with Consultants/Contractors providing highly technical and specialized services. Meets with builders, and real estate brokers, consultants, and individual sellers and buyers. Has frequent contact with County and State agency management staff to coordinate on joint and multi-jurisdictional projects.

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.
  • Manages City's acquisition and disposal of all City lands. Manages assemblage of multiple lots for City projects, negotiating with property owners and representatives of the building industry as required.
  • Manages execution of real property transactions, and shepherds significant projects through Governing Body and Development Services processes.
  • Obtains surveys, appraisals, title searches and insurance, environmental assessments and other contract services. Negotiates formal offers to purchase or sell. Drafts agreements for real property purchases, sales and exchanges. For acquisitions with reluctant sellers, coordinates condemnation with City's consulting attorney.
  • Attends public and planning meetings, to carry out transactions and to represent the City in developing policies and for multi-jurisdictional planning efforts. Coordinates with City's project managers/engineers from all departments to meet specific time and cost parameters.
  • Ensures proper processing, indexing and preservation of documents relating to City real property and grants.
  • Prepares reports, correspondence, and budgets.
  • Performs complex work related to property acquisitions, property management, relocations, and provides guidance to other City staff.
  • Manages leases for City-owned real property and for real property leased by the City.
