Responsibilities

This position in support of a large federal government space program, software development effort, critical to major systems acquisition. The selected candidate will be performing software systems integration for satellites and associated ground systems ensuring the systems will meet the government's needs. Using a holistic approach, designs, develops, evaluates, and modifies end-to-end systems and systems-oriented products through their entire software life cycle.

Career level with a complete understanding and wide application of technical principles, theories, and concepts. Working under only general direction, provides technical solutions to a wide range of difficult problems. Independently determines and develops approach to solutions.

Management and Engineering Support:

  • Manage a software development contractor in a cloud environment following agile best practices.
  • Develop and implement acquisition strategies, documentation, and systems engineering support for critical components.
  • Generate and ensure requirements comply with client and government standards through formal verification methods.
  • Review and validate automated/manual system test plans/procedures to meet contractual requirements.
  • Assess and ensure developer contractual performance and compliance with the Configuration Management Plan, Software Development Plan, and Systems Engineering Management Plan.
  • Provide technical advice for new user onboarding, information assurance compliance, and operations coordination for DR resolution and software release activities.

Acquisition and Contracting:

  • Support acquisition planning, solicitation, evaluation, award, and execution using various contracting methods.
  • Draft acquisition artifacts such as SOWs, CDRLs, and proposal evaluation criteria.
  • Offer acquisition advisory services during technical and cost evaluations of proposals.
  • Proficiency in acquisition and contracting strategies for traditional and alternative acquisition approaches.

System Engineering and Development:

  • Develop system architecture, document requirements, and manage system operations.
  • Work with a diverse team of engineers and development contractors to achieve team goals.
  • Establish and coordinate development standards, practices, and procedures related to overall product development.
  • Translate high-level product development strategies into detailed system requirement specifications.
  • Support developer and enterprise test verification and validation activities.

Performance and Evaluation:

  • Assess system performance using evaluation criteria and technical performance measures.
  • Provide updates to the customer on the operational status of the system.
  • Develop and respond to RFCs, and brief at engineering review boards as required.
  • Review contractor CDRLs and provide acceptance recommendations to the customer.
Qualifications
  • Must possess and be able to maintain an active TS/SCI Clearance with Poly.
  • BS 8-10, MS 6-8, PhD 3-5.
  • Proficiency in Microsoft Office products and experience with collaboration tools such as SharePoint, Confluence, and JIRA.
  • Knowledge of cloud technology and AWS services.
  • Strong technical background with expertise in evaluating and integrating complex systems solutions.
  • Strong communication skills, both oral and written, with the ability to produce clear, logical, and concise products.
  • Excellent organization and interpersonal skills, with the ability to interface effectively with personnel at all levels of government.
  • Detail-oriented with a commitment to quality, accuracy, and continuous improvement.
  • Proven ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
  • Knowledge of Agile Methodology.
  • Experience with software development and operations in support of satellite communication missions and their corresponding ground systems.
  • Experience providing oversight of O&M / development contractor performance.
  • Knowledge of system engineering and software development processes.
  • Ability to work independently and within a team environment.
