NOTICE OF CHANGE: The County is currently engaged in a management classification and compensation project which is projected to result in changes to this job classification and compensation range at the conclusion of the project.

Pending board approval, effective June 24th, 2024, this position is projected to be a Regulatory Compliance Manager III classification under the new management classification and compensation structure. The salary range for this position is projected to be $ $81.950 hourly.

If hired into this position on or after June 24th, 2024, this position will be at-will and exempt from Civil Service protections. (when applicable to the classification).

The Public Health Department (PHD) is accepting applications to fill one part-time Chief Correctional Health Medical Advisor vacancy in Santa Barbara or Santa Maria.

Please Note: The selected candidate will be working in County Jails and Juvenile Facilities and will need to travel between different facilities within Santa Barbara County.

ABOUT THE DEPARTMENT: Public Health Department: Our mission is to improve the health of our communities by preventing disease, promoting wellness and ensuring access to needed health care, and our vision is healthier communities through leadership, partnership and science. With a staff of 500+ and a budget of approximately $83 million, Public Health serves a population of about 420,000 residents in Santa Barbara County.

THE POSITION: The Chief Correctional Health Medical Advisor is a senior-level manager in the Civil Service system and reports to the Public Health Department's Chief Medical Officer. The County of Santa Barbara Public Health Department is seeking a highly motivated physician to monitor healthcare delivery within the County jail system and Juvenile Hall and advise the Sheriff, Chief Probation Officer, Public Health Chief Medical Officer and the Public Health Director on the performance of contracted jail healthcare providers. The Chief Correctional Health Medical Advisorwill play a pivotal role in ensuring the delivery of high-quality healthcare services to incarcerated individuals through a third-party contractor while maintaining compliance with relevant regulations and standards.

The Chief Correctional Health Medical Advisor will be responsible for monitoring and coordinating oversight of all clinical and related activities of the Jail Health Contractor clinical staff to implement NCCHC and evidence-based standards of healthcare (e.g., medical, dental, mental health, ancillary services etc.) for the inmate population and provide ongoing advisement and report to the County Sheriff, Probation, Behavioral Wellness and Public Health Departments, in addition to the Jail Health Contractor.

The Ideal Candidate will possess:
  • Demonstrated commitment to caring for vulnerable and underserved populations including those with serious mental illness and substance use disorders;
  • Experience working with patients in a carceral setting;
  • Experience leading quality improvement and/or population health efforts in a clinical setting;
  • Experience evaluating acute and chronic care for complex patients with various socioeconomic, medical, and behavioral challenges;
  • At least three years of independent, full-scope adult primary care practice (Internal Medicine or Family Practice) including acute and chronic disease management;
  • Knowledge and experience in Medically Assisted Treatment for Substance Use Disorders;
  • Ability to work as a member of Jail Medical Oversight Team to ensure the jail health services meet the needs of the patients and the Sheriff's Department.
Examples of Duties
  • Provides advice and expert opinion to the Sheriff, Probation, Behavioral Wellness, Public Health and the healthcare team within the County Jail and Juvenile Facilities, including physicians, nurses and mental health providers to develop and implement clinical protocols and standards and to ensure the delivery of evidence based and comprehensive healthcare services.
  • Coordinates with and advises Sheriff, Probation, Behavioral Wellness, Public Health and the Contractor to implement best practices and NCCHC standards of health care (e.g., medical, dental, mental health, ancillary services etc.) for the inmate population at County Jails and Juvenile Detention Facilities.
  • Evaluates existing services, identifies needs, and develops long-range program/service plans, including goal setting, program design and evaluation, and policy development. Reports on such findings to the Sheriff, Probation, Behavioral Wellness, Public Health and the Contractor.
  • Co-chairs the Mortality Review Committee along with the Chief Custody Deputy and conducts root cause analysis for in-custody deaths occurring in the County Jail or Juvenile Facilities.
  • Chairs the Medical Audit Committee (MAC) responsible for developing, recommending and implementing all policies and procedures necessary for the delivery of quality health care at the County Jail and Juvenile Facilities.
  • Evaluates audits, reports, programs, staffing and medical service issues or concerns.
  • Participates in the Committee of Quality Improvement (CQI) and identifies new components or activities required in the Quality Improvement Work Plan.
  • Reviews and analyzes findings of internal program reviews and external audits to identify problem areas.
  • Works closely with the Correctional Health Quality Care Improvement Manager - Public Health to develop and implement continuous quality improvement efforts.
Employment Standards

Possession of the core competencies listed here and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment; AND

Possession of a valid Certificate as a Physician or Surgeon issued by the State of California; AND

  • Three years of medical administrative management in a correctional, hospital, urgent care, ambulatory or related setting, preferably public, including providing general medical care and treatment, with one year of supervisory experience.
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Additional Requirements: Positions in this class will be required to possess a valid driver's license at the time of application and possess a valid California Class C Driver's License at the time of appointment. This position requires travel throughout the County of Santa Barbara.

Knowledge of: advanced principles and practices of modern medicine, medical diagnosis, and treatment; community resources in medical treatment; American Medical Association ethics and standards; pharmacology, including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects; ICD-10 and CPT coding and billing principles; clinical supervisory principles and practices; health care management practices and principles; peer review process; development of medical policies, procedures, and protocols; principles and practices of training; and standard English grammar and usage.

Ability to: learn and apply principles of staff supervision and performance evaluation; assess symptoms and make an accurate diagnosis; prescribe treatment appropriate to the patient's condition and situation; communicate effectively in both verbal and written formats; establish and maintain effective relationships with staff, patients, the public, other community providers, and other County employees; and interact with clients from diverse socio-economic backgrounds.

Desirable Qualifications: Previous experience supervising physicians is highly desirable. The ability to read, write, and converse fluently in Spanish and English, and experience working in correctional health is also desirable.
Supplemental Information

  • Supplemental Questionnaire Ranking: Candidates' response to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Applicants must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

In addition to the Live Scan, the following process will be used as part of the background investigation process after the candidate is extended a conditional offer of employment for the Public Health Department:
  • Personal History Questionnaire (PHQ). The selected individual will receive a notice regarding completion of a Personal History Questionnaire (PHQ). Failure to submit a PHQ by the deadline will result in disqualification from the hiring process for the Public Health Department.
  • Background Investigation: The selected individual will be required to complete a Personal History Statement (PHS) and undergo an extensive background investigation that includes an evaluation of references, prior employment, drug history, residence history, and neighborhood check. This process may take 4-6 weeks.
Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.
