Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas.

The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

This position is with our Audit & Compliance area of the agency.

Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning.

Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions.

Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The successful candidate will be an integral part of the Audit & Compliance department. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Essential Job Elements:


Directs and manages the CDR Compliance staff and administrative functions of the division including the development and maintenance of policies and procedures, tools, checklists, programs and objectives.

Conducts the annual risk assessment to CDR programs and sub recipients and develops the annual monitoring plan.


Oversees the monitoring goals and objectives of CDR Compliance, includingscopes, programs, objectives and project procedures and deliverables; develops and approves schedules, priorities and standards for achieving goals.

Oversees corrective action plans developed as a result of audit and/or monitoring reports.

Reviews and identifies changes in CDBG program guidance, professional standards, pronouncements, and federal audit requirements, and notifies management and audit staff.


Advises management regarding changes in program operations, processes, and accounting or management procedures resulting from audit/monitoring reviews; integrates a high level of customer service; adapts a cross-functional approach between monitoring results and program operations.

Conducts and reviews fraud, waste and abuse investigations.


Obtain proficiency in the CDR systems of record, particularly to ensure it is being used as a resource, for entering data as required, and managing the system of record requirements as they pertain to the responsibilities carried out by the CDR Compliance Division.



Qualifications:

Minimum

Qualifications:

Bachelor's degree in accounting, finance, auditing, business administration or a related field.

Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or a Certified Fraud Examiner (CFE).Five years of experience in auditing, compliance or other related experience.

Five years of experience as a manager of an audit or monitoring function in the public or private sector.

Experience should include managing and developing individuals and project teams, translating strategic plans into actions that help fulfill organizational objectives, developing standard operating procedures and converting strategy into operations, analyzing risk in major programs, and communicating/producing information with a results-oriented focus.

Strong financial skills a must.

Preferred

Qualifications:

Certified Public Accountant, Certified Internal Auditor, or Certified Fraud Examiner.

5 years of experience in managing a CDBG-DR compliance program

Knowledge of CDBG-DR program requirements.

Knowledge of 2-CFR 200 compliance supplement requirements

Knowledge, Skills, and Abilities:
Microsoft Office 365,

Knowledge of risk assessment procedures and methods.

Knowledge of fraud investigation procedures and methods.
