The Virginia State Police is seeking an outgoing personality to serve as the face of the Military Surplus Property Program This position will partner with and manage more than 150 state and local agencies who are members of the program.

This position also requires working closely with the federal government to ensure compliance will all regulations associated with the 1033 program.

As the primary contact for the program, this position will be responsible for helping agencies acquire property, resolve technical problems within the surplus system, and ensure agencies are maintaining compliance with all rules and regulations.

This position requires some travel to conduct inspections, help new agencies with initial paperwork, and attend training as necessary.

  • Ensures compliance of the Virginia State Police and participating law enforcement agencies (LEAs) to the regulations and requirements of the 1033 Program utilizing on-site and other contact auditing methods.
  • Maintains accurate records on all property obtained for Virginia LEAs through the 1033 Program so that they will comply with audits conducted by state and Defense Logistics Agency (DLA) requirements.
  • Maintains regular contact with participating LEAs to determine special needs such as re-training on program participation and compliance.
  • Accountable for continued maintenance of the program.
  • Annually conducts minimum required audits of participating law enforcement agencies (8%).
  • Processes requests for excess military property within guidelines set forth by the Defense Logistics Agency within the 14-day time period.
  • Physically or electronically screens the Defense Reutilization and Marketing offices to identify available military surplus which has been requested and prepares the necessary paperwork within the time frame set forth by the Defense Logistics Agency.
  • Receives applications, and prepares any general correspondence related to participation in the 1033 Program within two weeks of receipt of application or correspondence.
  • Converses with active agencies on a routine basis to assist with concerns or program functionality.
  • Communicates all mandates within the program such as developing policies and procedures, coordinating service delivery, and promoting program goals and objectives.
  • Provides re-training for participants as needed or required to ensure they maintain an understanding of the details, requirements, and restrictions of the program.
  • Provides account and records maintenance and information updates to the agencies.
  • Implements new accounts for system access.
  • Troubleshoots program issues for all active users and provides technical advice.
  • Schedules and travels to participating law enforcement agencies (LEAs) and conducts the on-site inspections and/or other annual inventory compliance requirements as needed or required.
  • Completes the program mandated annual audits (8% of active agencies).
  • Facilitates cooperation between the federal auditors and local agencies during the biennial Program Compliance Review (PCR).
  • Addresses and completes special tasks/assignments given by supervision.
  • Develops and maintains desk procedures to ensure continuity of operations.
  • Trains staff as needed or required.
  • Attends conferences or other training to maintain a current working knowledge of Program 1033.
  • Perform other duties as assigned in a timely manner.
Minimum Qualifications

  • Working knowledge of inventory control practices; of human resource functions; of military equipment applicable to use for law
enforcement activities; of resource allocation and coordination of tangible resources; and some knowledge of contract administration.

  • Skill in the operation of computers and using Microsoft Office applications.
  • The ability to develop and/or negotiate agreements/contracts in compliance with program requirements; to develop program objectives and procedures; to schedule work and activities in support of the program to include training of participants; to identify and resolve inventory discrepancies; to deal firmly and tactfully in enforcing contractual agreements; to prepare, organize, and maintain a variety of detailed official and/or confidential files and records; to work independently and as member of a team; to effectively build and maintain relations and build consensus; to communicate effectively orally and in writing in English with internal and external clients; and to develop and maintain relationships with other law enforcement and government agencies.
  • Graduation from high school or equivalent.
  • Valid driver's license in the Commonwealth of Virginia required.
Additional Considerations

  • Inventory acquisition or warehousing experience preferred.
  • Military experience and/or knowledge of the Virginia Excess Military Property Program preferred.
