Job Summary:


Enhances the identification, outreach and inclusion of contractors and vendors, including Small, Minority and Women Business Enterprises (MWBE) in the procurement of supplies and services.

Assesses available partners and contractors via outreach activities and increase their participation in contracting and other business with the School District of Philadelphia.

Work will routinely involve meeting with potential vendors and community organizations representing local businesses to encourage and enhance participation in the District's bid solicitation processes.

Advises in the implementation of supplier diversity initiatives and the attainment of MWBE procurement goals.

Significant aspects of the work are encouraging interest in School Districts' contracting opportunities, monitoring and helping to bring firms into compliance with MWBE goals.

Develops and prepares reports, as well as plans and implements workshops and seminars. Oversees and evaluates the work of the Supplier Relations Management Coordinator and interns assigned to the program. Change program processes, policies and procedures to address challenges and best practices.

Essential Functions:

  • Monitors program activities to facilitate economic development by helping to create, sustain and expand the number of successful contractors and vendors including small, minorityowned and womenowned businesses in the School District of Philadelphia's contracting opportunities.
  • Manages potential staff, consultants and interns in the development and implementation of strategic plans to increase the MWBE participation in the solicitation process.
  • Represents the District by meeting with local organizations and small, minorityowned and womenowned businesses to promote contracting opportunities and resolving problems as it relates to MWBE supplier relationships.
  • Resolves compliance issues identified within the SDP's Oracle Supplier as it relates to MWBE payments and recordkeeping.
  • Serves as a partner with community assist agencies.**
  • Coordinates outreach activities with local, state and federal agencies which assist businesses in accessing various programs and services; outlines upcoming bid opportunities with the District; consults with agency personnel on information required from the District and followsup on any issues raised during the meetings.**
  • Provides direction and leadership in the development of creative outreach activities for contractors and vendors; ensure that the District participates and hosts business and MWBE informational sessions.**
  • Researches MWBEs suppliers that could do potential business with the District to supply commodities and/or services.
  • Participates in the establishment of annual benchmarks for MWBE suppliers; negotiates increased participation in final negotiations for professional services and operational contracts.
  • Review MWBE related information within the SDP's Oracle Supplier Portal to ensure supplier information is accurate and updated accordingly.
  • Trains user departments, internal staff, contractors and vendors on the District's MWBE module and Oracle Supplier Portal.
  • Responds to supplier inquiries as it relates to the Oracle Supplier Portal's MWBE module.
  • Performs additional duties as required.

Qualifications

Minimum Requirements:

  • Bachelor's degree from an accredited college or university.
  • Five years of fulltime, paid professional experience in small business development which has included responsibility for program development and project management.
