Under the direction of the Director of Accounting Services, this position will manage the accounting needs over a specific functional area of the Department of Health and Human Services (HHS).

Funding for the Department consists of approximately $9 billion in annual receipts with over 380 state and federal funding sources.


The Accounting team is responsible for managing the complete lifecycle of assigned federal awards, working with programmatic points of contact, budget analysts, management and other groups as necessary.

The Accountant 2 position works within the team to monitor department accounts, analyze and validate information received, and process accounting transactions in the State's financial system, Iowa Advantage.


Responsibilities:

This position will:

  • Verify department procurement and travel card expenditures in accordance with state and federal policies and procedures, reconcile payments to supporting documentation, allocate charges to department programs, and submit information for payment.
  • Process transactions in the State's Accounting System, Iowa Advantage. This includes cash transactions, transfer documents, and correction documents.
  • Monitor balances in federal and state systems to ensure sufficient cash on hand to process claims. Draw funds from federal systems when earned.
  • Maintain financial records to support financial reporting.

Requirements:


To be effective, the candidate must develop a strong understanding of HHS programs and the Department financial processes, and be able to effectively communicate them to various audiences.

The candidate must have a firm grasp of the state's accounting system.

The desired candidate will:

* apply state and federal policies to daily responsibilities
* quickly identify issues, offer solutions and continuously establish and maintain adequate accounting procedures

any combination of qualifying post high school level education and experience which totals five and one-half years;

OR

employees withcurrentcontinuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;

OR

substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;

OR

employees withcurrentcontinuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;

OR

Certified Public Accountants may qualify with six months of the required experience;

OR


employees withcurrent continuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
