Summary This position is in the Facilities Planning and Projects (NWM) organization of Workplace Services (NW), Chief Administrative Office (N), Bonneville Power Administration (BPA).

The purpose of this position is to serve as the supervisory facilities asset management specialist and technical specialist, overseeing the asset management and technical facets of the Facilities Planning and Projects program.

Responsibilities As a Interdisciplinary - Supervisory Community Planner/General Engineer/Architect, you will: Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.

Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Develop performance standards and evaluate the work performance of subordinates. Interview candidates for positions and makes selections, promotions, and reassignments to such positions. Determine facilities asset management program scope, requirements, and deliverables.

Monitor contractor performance and provide oversight of contractor activities to ensure contractors execute project plans on time, within budget, and with satisfactory quality.

Review, evaluate, and advise on the effectiveness, technical adequacy, and suitability of work and proposals of others. Deliver guidance on the interpretation and implementation of technical policy directives and programs.

Requirements Conditions of Employment This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition.

Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay.

Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position.

Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director.

Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.

Key Requirements:
You must be a United States Citizen. This employer participates in the e-Verify program. Males must abide by Selective Service registration requirements. This position does not support remote work.

You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.

This position requires a valid driver's license as a condition of employment. First time supervisors will be required to serve a 1 year probationary period.

After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards.

May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.

This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work.

Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.


Qualifications BASIC REQUIREMENT:

Community Planning 0020 Degree:
community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance

(Note:

Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.)

or Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education

Architecture 0808 Degree:

architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

or Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

The adequacy of such background must be demonstrated by at least one of the following:

Related Curriculum:

Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.

The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.

The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials.

Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities.

As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.


Experience:

An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.

In the absence of college courses, 5 years of such experience is required.

This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.


General Engineer Degree:
Engineering.

To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1.

Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.

The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4.

Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

(The above examples of related curricula are not all-inclusive.) SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.


Specialized Experience is defined as:

Experience in 1) Providing oversight of projects in support of an asset management program; (2) developing work processes that are necessary to perform the support activities required for an organization's mission; (3) determining and allocating resources, including staff and funds to ensure efficient utilization in support of goals, objectives, and functional responsibilities.

Education "Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include:

volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration
