Office of Financial Management & Administrative Services (FMAS)

Position Summary

Position serves as the Chief Financial Officer for the DWS Agency with full responsibilities for all financial and audit activities. Supports the Divisions of Workforce Services, Adult Education, Division of Blind Services, Office of Skills Development, Adult Education, and WIOA.

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, finance, business administration or a related field; plus six years of progressively more responsible experience in accounting, financial management, fiscal operations, budgeting or a related field, including three years in a professional managerial capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

+ Ability to perform cost-benefit analysis and cost accounting.

+ Ability to produce accurate financial reports and forecasts.

+ Ability to prepare and present oral and written information and reports.

+ Ability to plan, organize, and oversee the work of subordinates.

+ Skill in advanced analytical and financial management.

Job Responsibilities and Expected Results

+ Supervises a team of managers who have responsibility for accounting, budgeting, payroll, disbursements, grants & cash management, and procurement.

+ Serves on the Agencys Senior Management Team.

+ Provides advice and assistance to the Secretary, Director, Department CFO, Senior Staff, other state and federal agencies concerning financial, budget, audit, reporting and security issues.

+ Establishes goals and objectives and long and short-range; develops policies and procedures; reviews and implements and interprets federal and state laws and regulations.

+ Provides direction to staff by analyzing operations and activities and providing feedback regarding needs, improvements, and accomplishments, advising on projects and problems, reviewing and developing project plans, schedules and priorities.

+ Represents Agency at Legislative hearings.

+ Provides monthly, quarterly, annual, financial reports, upon request and as scheduled.

+ Completes analysis, projections, and identifies cost savings and best practices.

+ Instrumental in developing Cost Allocation acceptable, fair, and equitable method. Facilitates with federal grant partners and DFA in development of cost allocation model and in response to concerns and corrective action plans as applicable.

+ Maintains and ensures fiscal accountability for DWS umbrella of divisions.

Position Information

Summary

The Chief Fiscal Officer (CFO) plans and directs the overall operations of administrative services for the agency and is directly responsible for the preparation and monitoring of the annual operations plan and biennium budgets for the agency, for adherence to appropriation and budgetary controls, and compliance with the Accounting and Budgetary Procedures Act and state purchasing laws and regulations. This position is governed by state and federal laws and agency policy.

Functions

Directs the activities of a professional and administrative support staff through lower level managers including interviewing applicants, approving hire recommendations, and evaluating and reviewing work performance of incumbents.

Develops internal financial regulations ensuring compliance with the Department of Finance and Administration (DFA) financial management guide and generally accepted accounting principles.

Develops the financial portion of biennial budget and annual operating plan and performs budgetary and financial accounting for the department.

Reviews and approves all agency contracts, purchase orders, and accounts payable transactions.

Performs strategic planning and financial forecasting in support of agency goals and objectives.

Audits agency financial records for accuracy and compliance and performs risk assessments.

Performs other duties as assigned.

Minimum Qualifications
