The State of New Hampshire, Department of Environmental Services, Water Division, Subsurface Systems Bureau has a full time vacancy for an Environmentalist III - Subsurface Systems Bureau Specialist.

**Summary: Performs skilled professional work including the technical and regulatory evaluation of complex environmental projects primarily related to individual sewage disposal systems (ISDS) and subdivisions, and also including wetlands, surface water resources and other programs, as needed. Monitors construction of ISDS and subdivisions to determine compliance with permit conditions. Investigates alleged violations of state and federal laws.

MINIMUM QUALIFICATIONS:

Education:

Bachelors degree from a recognized college or university with major study in biological, ecological or geological science; chemical, civil, environmental, hydraulic, mechanical, sanitary, or water resources engineering; chemistry; physics; oceanography; limnology; hydrology; soil science; forestry; wetlands science; environmental science; environmental law; wildlife management, resource management; or water resources management.

Each additional year of approved formal education may be substituted for one year of work experience.

Experience:
Four years experience as an Environmentalist, or in any of the fields listed under education above.

LICENSE/CERTIFICATION:

Must be able to obtain transportation to any part of the state in order to perform professional field work, must have a valid driver's license.

Within 1 year of acceptance of employment must obtain Boating Safety Certification from the Department of Safety.

**Responsibilities: Conducts on-site inspections and investigations for new and proposed residential, commercial, and industrial developments to ensure compliance with current laws and regulations regarding subsurface systems, wetlands, and erosion control.


Conducts negotiations with the general public and their representatives including: licensed designers of subsurface disposal systems, certified wetland scientists, certified soil scientists, engineers, foresters, loggers, developers, and attorneys in the design and implementation of construction projects affecting water resources.


Conducts technical site assessment field work to review soil, vegetation, and hydrological or other supplementary data for ISDS, wetlands delineations, engineering or shoreline plans.

Assessments are completed at a high level of technical and professional competence and in compliance with state and federal regulations.


Performs on-site assessments and reviews for the Land Resources Management Program on a wide-range of issues including: septic systems, wetlands, shoreland protection and erosion control and coordinates with these programs to assure compliance is maintained with all applicable laws and regulations.

These assessments may require the operation of DES watercraft.

Conducts sampling of surface breakthrough of effluent and/or of surface waters for suspected failed ISDS's or associated components thereof.


Serves as a liaison with local health officers and municipalities, the Department of Resources and Economic Development, Fish and Game Department and the Department of Safety Marine Patrol and the US Forest Service to facilitate compliance with all applicable local, state and federal environmental laws.


Investigates complaints to determine extent of jurisdiction, recommends remedial or mitigation measures, researches historical information and supervises tracking and scheduling of inspections to ensure timely and appropriate follow through on enforcement actions.

Implements continuous improvement practices within the Subsurface Systems Bureau.
