Description

General Summary:

Under the supervision of the County Treasurer, supports the administration of the Treasurer's Office by assisting with the processing and maintenance of all tax records, assisting with the supervision of staff, overseeing the collection, receipt and accounting of funds, assisting with the research and investment of county funds, and performing various specialized accounting functions. Acts as the County Treasurer in that official's absence.

Essential Functions:

  1. Assists in the supervision of the accounting and tax records staff including participating in the employment process, training, assigning work, and assisting with employee relations issues.
  2. Prepares daily deposit and insures that deposits are made and credited to proper accounts.
  3. Balances receipts and expenditures to monthly bank reports and provides Treasurer and Finance Director with bank report. Balances investment report with the general ledger and provides Treasurer and Finance Director with investment report.
  4. Processes Board of Review, State Tax Commission, and Tax Tribunal adjustments/corrections. Issues refunds and bills local government units or prepares bills and reimburses local government units. Balances tax payment receivables related to these refunds and bills.
  5. Bills taxpayers on Department of Treasury Principal Residence Exemption Denials. Sends Bona Fide Purchases to Department of Treasury, researching tax records, Register of Deeds records, and Equalization Department records for information on taxpayer and Principal Residence Exemption Affidavit.
  6. Researches and responds to questions from taxpayers regarding Principal Residence Exemption problems with their property. Corresponds with local units, Department of Treasury, Local Property Services, Michigan Tax Tribunal and State Tax Commission to resolve issues.
  7. Certifies deeds to verify there are no delinquent taxes which includes checking tax history and determining if legal description on deed is same as on the tax roll.
  8. Performs various accounting processes such as maintaining the general ledger, posting receipts, preparing journal entries, and establishing proper fund, department, and line item account numbers for the general ledger according to the state's chart of accounts. Maintains bank records and provides trial balances for review by the Treasurer and Finance Director.
  9. Disburses a variety of monthly and quarterly fees for Probate Court, Mobile Home Tax, Michigan Survey Monument Replacement Fees, and Real Estate Transfer Tax. Disburses District Health and Mental Health and Substance Abuse Services appropriations quarterly, transfers for Law Library semi-annually.
  10. Disburses annually Commercial Forest Taxes, In Lieu of Taxes, Library Penal Fines, and Swamp Land Taxes to individual units of government and prepares related spreadsheets. Prepares annual Penal Fine Survey Report for the state.
  11. Annually prepares Short Term Tax Bond information on tax levies. Bills the schools and county for their share of the bond. Prepares related spreadsheets.
  12. Files monthly Sales Tax return and disburses any collected sales tax to the State. Prepares annual sales tax return.
  13. Commencing in July and ending in March of each year, prepares tracking spreadsheets for current tax collection and disburses to taxing authorities every two weeks.
  14. Prepares and finalizes settlement records with all villages, townships and cities in the county and oversees final distribution of all monies collected. Confers with city, township and village treasurers to settle accounts for all money levied in the tax year and reconciles differences in records. Prepares related spreadsheets.
  15. Bills units for and disburses Debt Service Fund for sewer and water projects. Upon payment of Debt Service Funds, wire transfers funds from Debt Service checking to required lending institution.
  16. Balances personal property receivables with general ledger, sending breakdown to township and city treasurers so that older years can be charged off through Circuit Court.
  17. Annually prepares letters for stale dated checks and prepares report to Escheat uncashed/unclaimed funds to the State.
  18. Annually assists the Treasurer in compiling requested information to auditors on investment schedules, schedule of accounts receivable, schedule of special assessments receivables, cash receipt registers, debt service schedules, schedule of adjusted final taxable value and tax levy, equalization report, and settlement of taxes collected with local units.
  19. Performs the duties of other Treasurer's Office personnel, as required.
  20. Performs other duties as required.

Employment Qualifications:

Education:
  • A high school diploma supplemented with coursework in finance, accounting or related areas.
Experience:
  • Five years of progressively more responsible experience in bookkeeping, accounting or similar duties, preferably in a municipal finance or treasurer's office.
Other Requirements:
  • Experience and proficiency in Microsoft Office Suite applications.
