This position is located in Veteran Services Division (VSD), within the Denver Logistics Center (DLC), Golden, Colorado. The incumbent provides a wide variety of administrative, analytical, inventory management and technical duties. The incumbent participates in the development, assessment, implementation and oversight of numerous management decisions, policies and/or procedures related to VHA National Programs.

This is a bargaining unit position.

Physical Demands: The work is primarily sedentary, but at times does require the incumbent to walk and be on his / her feet for prolonged periods. Work also requires some standing, bending, and carrying of light items such as books and papers.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Major Duties:
- Gathers information, identifies and analyzes issues, and develops recommendations to solve substantive problems with work efficiency
- Provides analytical program data, supporting an inter-disciplinary team
- Analyzes and reviews documents, procedures, controls, files, directives, and performs management information studies of varying scope
- Composes a wide variety of correspondence that includes memoranda, letters, administrative replies, technical reports, operations policies and procedures, internal audits, etc., prepares for signature of upper management and disseminated to a diverse audience
- Represents the Denver Logistics Center (DLC) / Services and Distribution Center (SDC) at conferences and meetings sponsored by VA, other government agencies, and / or private industry
- Provides national oversight on quality relating to and support in areas of logistics, contracts, financial, and cataloging for national programs
- Serves as Contracting Officer Representative (COR) and subject matter expert (SME) for DLC contracts while working closely with the contracting officer (CO) to ensure that contract requirements are followed

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience and proficiency in statistical analysis and techniques; applying an understanding of supply systems in weighing the impact of variables such as cost, status of funds; demonstrating highly effective oral and written communicative skills; in depth experience with timekeeping, records management, data collection; coordinating special projects with skill in communicational relationships with internal and external customers; completing reports utilizing data gathering and analysis; experience with advanced supply operations; OR
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
Combination: A combination of graduate level education (beyond a master's degree) and specialized experience.
