The MITRE Expeditionary Department is seeking highly motivated Project Leaders to direct our work programs with Marine Corps Systems Command (MCSC) and Headquarters Marine Corps. The Expeditionary Department is at the forefront of delivering innovative concepts, technologies, and methodologies that empower current and future Naval superiority. This role demands inventive problem-solving skills, applying systems of systems engineering and strategic enterprise architecture to enhance future system technology development, requirements development, and sponsor investments.

MITRE provides critical engineering & operational expertise to Marine Corps Systems Command (MCSC) enabling them to achieve their acquisition and technical outcomes at speed & scale. MITRE’s efforts focus on digital acquisition & mission engineering, Enterprise network modernization and experimentation, AI/ML and cyber capability development, tactical communications capabilities, and enterprise transformation/organizational change management.

Our Headquarters Marine Corps project spans across multiple Deputy Commandants, including Information, Installations & Logistics, and Programs and Resources, involving a wide scope of efforts including enterprise transformation, network modernization, operations in the information environment, resource planning & allocation, and 5G policy and technology development. MITRE serves as a trusted advisor to the HQMC senior leaders and offers unbiased advice and recommendations leading to success of key Force Design goals and objectives. MITRE’s work program is geared to provide impactful, innovative solutions, focused on improving the Marine Corps’ ability to deliver future capabilities to the Marine Corps and to obtain efficiencies to fund the Marine Corps’ Force Design transformation goals.

Selected candidates will demonstrate the following:

  • Strategic Leadership: Define, execute, and oversee work programs for Marine Corps Systems Command and Headquarters Marine Corps. Ensure FFRDC-appropriate impactful tasks are defined, and meaningful data driven products are developed and delivered in a timely and relevant manner. Actively collaborate with other projects across the Joint & Services Center to ensure maximum value and impact across MITRE’s sponsors. Engage with senior civilian and military leaders as well as industry and academia partners. Shape MITRE’s Marine Corps work program to align with Cross-Cutting Priorities.
  • Domain / Technical competence: Demonstrate in-depth skills and experience in one or more of the following areas: Joint Command and Control and Combined Joint All Domain C2, Digital Engineering, Operational Analysis and Mission Engineering, Modeling and Simulation, and Data Analytics.
  • Interpersonal skills: Develop and lead a team that partners closely with both senior leaders and peer sponsor partners to identify operational and engineering challenges, develop potential solutions, and communicate project goals and impacts clearly and effectively. Motivate exceptional collaboration and performance across work programs.
  • Partnerships and Collaboration: Cultivate a project team environment that develops a robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, international program (foreign military sales) specialists, and defense acquisition professionals. Continue to leverage a pipeline of MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery.
  • Adaptability: Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time. Look beyond current objectives to identify long-term shaping & impact opportunities and develop strategies to grow good work.

The candidate will possess operational and domain knowledge of the Marine Corps, complemented by an understanding of operational & tactical architectures, capability and requirements analysis, and systems engineering techniques. The chosen candidates will collaborate with diverse and geographically separated teams to solve our sponsors' most challenging problems impacting their Force Design transformation and the integration of new capabilities & technologies.

Roles & Responsibilities:

  • Build and lead project teams of various sizes, ensuring the development and implementation of strategies, budget management, and maintaining relationships with key stakeholders.
  • Lead MITRE thinking about emerging Naval capabilities, vision, doctrine, and organizational perspectives.
  • Advise sponsors and teams of engineers of the operational implications of technologies and technical concepts as applied in real-world operational scenarios.
  • Provide programmatic and technical leadership to shape requirements, technology assessments, and development and implementation strategies for the modernization and fielding of critical Naval capabilities.
  • Clearly communicate highly technical analyses and recommendations to sponsorsand partnersin written and verbal products.
  • Operate and execute against sponsor outcomes where the scale and scale is complex.
  • Execute project work in accordance with Naval division technical quality processes and standards.
  • Work with the department manager and group leaders to staff projects to with the right skills to execute the work.
  • Define clear expectations for staff on the project.
  • Engage work leaders and group leaders to ensure progress is meeting staff goals and performance expectations.
  • Regular and consistent engagement with key sponsors, department, division leadership, and MITRE key initiatives and innovation centers.
  • Develop and maintain sponsor relationships and act as the principal interface to sponsors and government project lead.
  • Perform contract administration and financial planning.

Basic Qualifications:

  • Bachelor’s Degree and 10 years of related experience or equivalent in Engineering, Physics, or a technical degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience
  • Strong background in operational employment of capabilities across Naval forces, leveraging new technologies for warfighting impact, and/or transforming enterprise structure and performance.
  • Experience working with senior government leaders.
  • Experience with requirements documentation and program/mission gap analysis and systems engineering application to mission gaps and challenges.
  • MITRE project and task management experience, to include work shaping and strategy development.
  • Knowledge of MITRE’s value proposition, organizational structure, strategy, work programs, key initiatives, and Naval Division objectives.
  • Ability to independently bring innovative solutions to sponsor challenges and strategically advocate for new approaches.
  • Proven ability to develop and provide technical briefs at various levels of MITRE and sponsor leadership.
  • Current DoD Top Secret clearance, with the ability to obtain Sensitive Compartmented Information access.
  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Experience working technology projects related to Force Design in the context of the Naval Force.
  • Experience with the operational planning process and operational planning for the Naval force in the context of great power competition against a peer competitor.
  • Experience with digital engineering methodologies & tools.
  • Experience providing solutions for systems, maintaining documentation for system configuration, and performing investment analysis on systems as it relates to priority capability tradeoffs.
  • Demonstrated in-depth understanding of the interworking of policy and regulation with technology development and the ability to think strategically and to build & articulate long-term technical vision.
  • Candidates will have experience as Assistant project lead/task lead for a 5+ FTE work program and demonstrating technical depth in one or more of these areas:
    • Systems engineering,
    • C2 Systems,
    • Tactical Communications (including SATCOM & Ground Radios),
    • Software Architecture, and/or
    • Requirements Engineering
  • Current DoD Top Secret clearance with access to Sensitive Compartmented Information
