MITRE’s Law Enforcement (LE) and U.S. Coast Guard Department focuses on operational support across a broad range of mission outcome areas for Homeland Security sponsors. We strive to provide excellence in systems engineering, operational modeling, cybersecurity, intelligence analysis, AI/ML data analytics, sensor systems, and terrestrial & satellite communications with an emphasis on both analytical and lab-based experimentation.

The CSH Mission Operators Division, Law Enforcement and Coast Guard Department (P713) is seeking a Systems and Electronic Sensors Group Leader (GL). The GL will be a member of the Department management team, performing first-line supervision of 8 to 12 staff members dedicated to operational and strategic support for our sponsors within DHS. The GL’s activities and responsibilities include talent development, performance and calibration, people management, recruiting and hiring, project staffing (resource management), and fostering MITRE and P713 culture. You will work closely with program management to develop and execute a vision and strategy that supports our sponsors’ objectives. A strong MITRE networks and the ability to foster collaboration with other MITRE Centers and Labs will be critical to identifying resource needs and personnel to fill those roles.

Roles and Responsibilities:

Staff Management: Provide leadership and day-to-day management for personnel (8 - 12 individuals and varying experience levels). This includes overseeing and facilitating routine administrative aspects of employment, supporting the onboarding and assimilation process for new employees, and communicating regularly with group members to ensure well-being, engagement, and job satisfaction.

Career Development: Provide coaching, mentoring, and guidance for group members that enables performance; engage in regular developmental conversations that create a positive atmosphere for group members to develop realistic goals that capitalize on strengths and interests; and advocate for group members to identify opportunities for career experiences and developmental opportunities.

Project Placement: Engage in staffing activities to match projects with staff competencies and identify stretch assignments for staff to develop new skills, as well as supporting development of transition plans and facilitating transitions between projects that meet the needs of projects and group members.

Performance Management: Engage in regular discussions with work leads (e.g., project or task lead) about expectations, performance, and growth opportunities. Seek information and feedback on group members’ performance and recommend corrective or development action when needed. Complete performance management reviews including participation in annual performance management cycle activities and identify opportunities to recognize group members’ accomplishments.

Quality Management: Work with the Department Manager (DM) and other leadership and team members to foster a culture of quality, excellence, teamwork, staff development, continued learning, innovation, evaluation, and benchmarking to ensure continuous improvement within the department and on all aspects of the department's work program.

Extended Leadership team: Support the development and implementation of Division and Department strategies, plans, and programs through participation in work shaping for upcoming projects, and the leadership and management of the Department’s personnel activities to fulfill those project requirements.

Basic Qualifications:

  • Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
  • Demonstrated history of technical or analytic experience in Law Enforcement or adjacent discipline, such as intelligence.
  • Strong interpersonal, leadership and mentoring skills, and a desire to perform those activities.
  • Excellent written and oral communication skills.
  • Ability to work with Department Leadership to create an effective team.
  • Must obtain and maintain DHS fitness and sponsor-specific suitability requirements.
  • Experience with aspects of Law Enforcement organizations and operations.
  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Active DOD Secret Clearance
  • Active Top Secret/SCI Clearance
  • Possession of an Active DHS Fitness
  • Prior experience working Department of Homeland Security sponsors in related technical areas.
  • Experience with systems engineering, electronic systems, sensor systems, or computer science
  • Minimum of 12 months experience at MITRE
  • Ability to obtain a Top-Secret Clearance
  • Resident Status in McLean
