Job Summary
The Senior Manager, Pre-Award will work with and report to the Senior Director, Pre-Award at Dallas College in the Division of Sponsored Programs to support the successful submission of grant proposals. The Senior Manager, Pre-Award will work with faculty, staff, and internal leadership across academic, operational, and workforce units to develop sponsored programs at Dallas College.
Required Knowledge, Skills, and Abilities
Strong knowledge of grant funding policies and procedures and applicable local, state, and federal regulations. Knowledge of federal, state and community funding sources and mechanisms.
Experience in leading and supporting the development of grant proposals.
Familiarity with multiple types of grant proposals including Federal, State, and private sources.
Ability to provide guidance and resources for grant proposal development and letters of collaboration/commitment.
Able to effectively address overlapping projects and deadlines.
Excellent organizational skill and must be able to prioritize responsibilities and handle multiple tasks relating to concurrent projects.
Proven project management experience as well as strategic planning, writing, and editing skills.
Ability to research, analyze, and interpret data and prepare relevant reports, statements and/or projections for department goals and/or proposal development.
Ability to be flexible depending on the needs of the division, and/or other stakeholders.
Ability to prioritize competing priorities and manage multiple tasks of various projects involving both internal and external stakeholders.
Ability to solve problems and think critically.
Demonstrated skill level in the use of personal computers and related software applications.
Establish and maintain working relationships with a diverse, multicultural district-wide network and external constituents to ensure deadlines are met.
Ability to stay abreast of current federal regulations and pending revisions, the Federal Acquisition Regulations, Code of Federal Regulations, cost accounting standards, Texas laws, and Dallas College policies and reporting requirements to ensure continued compliance.
Ability to provide technical advice and information to faculty and staff in area of expertise. Must be able to interpret complex regulations and requirements.
Excellent oral and written communication skills.
Excellent interpersonal skills and the ability to create strong professional relationships with colleagues, staff, and clients.
Key Responsibilities
Grant Proposal Development:
Lead in the development of grant proposals as assigned by the Sr. Director, Pre-Award
Support the Sr. Director and Director in proposal development as assigned.
Review funding agency guidelines and identify key requirements.
Successfully engage with various groups or committees across organizational units and campus locations that would be key to the success of a grant award.
Work closely with team leaders, faculty, staff, and leadership across Dallas College to prepare project plans and other documentation necessary to support the planning and development of the project.
Identify project costs and draft budgets. Budget preparation, related documentation, and proposal submission forms.
In partnership with Sr. Director of Pre-Award, provide guidance on proposal preparation and feedback or edits on proposal drafts.
Research:
Assist with prospecting for grant opportunities.
Per assigned team, develop quarterly prospect research calendar, memo, and or other special announcements.
Pre-Award Operational Support
Supervise assigned Interns & Student Workers
Respond to general Pre-Award Inquiries
Conduct preliminary research and/or synthesize provided data points related to new funding opportunities and/or current proposals and associated projects; submit findings to department and/or college leadership.
Develop and update Pre-Award grant development tracking, analysis, and reporting.
Maintain and route PreAward@dallascollege.edu emails to appropriate team members.
Maintain and submit updates for the Division of Sponsored Programs SharePoint site, Website, Teams folders, drives, etc.
Regularly maintain and update the grant database software and disseminate ongoing reports.
Complete and disseminate Pre-Award Performance Reports to Dallas College leadership (Provost, Vice Provosts, Vice Chancellors, Associate Vice Chancellors, etc.) and Campus Presidents.
Partners with Admin Support Team to submit Marketing, IT, Facilities, HR, and other operational unit requests.
Partners with Admin Support Team and Director of Pre-Award with the coordination of training space, materials, scheduling, set-up, refreshments and audio/visual.
Complete and submit requests for all purchasing and procurement for Pre-Award.
Review and package team grant-related documents for approval and signature
Maintain copies (hard-copy and electronic) of necessary documentation for all grants accordingly to ensure compliance with funding agency record retention requirements.
Assists the Senior Director, Pre-Award and Director, Pre-Award as needed.
Other duties as assigned.
Completes required Dallas College Professional Development training hours per academic year.
Performs other duties as assigned.

Minimum QualificationsBachelor’s degree plus 2-4 years of experience in grant proposal development / Pre-Award activities, or associate degree plus 4-6 years of experience in grant proposal development / Pre-Award activities.
