Position Summary
The Dean of Student Development is responsible for providing leadership, vision, and strategic direction for programs, grants, services, and activities related to enhancing the student experience and supporting student development outside the classroom. This position, reporting to the Vice President for Learner Support Services (LSS), has oversight of services that are designed to improve retention, persistence, and completion while engaging students through extracurricular and co-curricular activities, providing services and programming that support the student’s social and educational development beyond the classroom. Responsibilities include but are not limited to developing programs to foster student engagement and belonging, serving as a resource in resolving student conflicts, and overseeing the student disciplinary process. This position specifically leads the areas of Student Engagement, Community Standards/Conduct, Athletics, Health and Wellness Services, the Student Achievement and Success Program (SASP), and the Military/Veterans Resource Center (MVRC). This position also provides leadership for the student development departments and LSS on college-wide initiatives, including strategic planning, strategic enrollment management, and other committees.

Pay dates occur on the 7th and 22nd of each month. If those dates fall on a weekend, the pay date occurs on the Friday prior to the 7th and 22nd. As an employee of the college, you are eligible for a comprehensive benefits package.
In the best interest of the College, only individuals who are residents of Maryland or one of the following states will be eligible for employment at the college: Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia. The college will annually review this restriction and, if appropriate, expand the list of states of employment eligibility
Job Duties and Responsibilities
Provide administrative leadership of college student development functions, including student engagement, student achievement and success program, athletics, health and wellness, community standards, military veteran’s resources, new student orientation, and the first-year experience. Supervise and evaluate senior staff and oversee the operations of assigned units.
Work collaboratively to identify barriers to student success, retention, and goal completion and develop strategic interventions to ensure success and improve the student experience. Provide leadership in developing learner-centered college-wide policies, procedures, programs, and services that may directly or indirectly impact student retention, persistence, and goal completion.
Implement an effective system for assessment of operations and goals to include the use of evidence for improvement and decision-making. Work with key student services staff and other college leadership to ensure a culture of continuous improvement and assessment when developing, implementing and evaluating new and current initiatives, programs and services in Student Development.
Work collaboratively with academic departments, faculty, instructional leaders, and other stakeholders to facilitate and enhance the support of students inside and outside of the classroom.
Work with other college leadership to implement needed strategic enrollment management activities and initiatives related to the college-wide strategic plan, including retention and completion.
Ensure institutional adherence to critical federal, state, and institutional compliance mandates related to student development and functional areas of oversight, including Title IX, Title XI, and the ADA. Serve as the hearing officer and decision maker in nondiscrimination and sexual misconduct cases.
Provide oversight and preparation of specific notices, reports, and surveys required by the Maryland Higher Education Commission (MHEC), Department of Education (DOE), Grants Partners, and other federal, state, or local stakeholders to ensure timely submission and compliance. (i.e., MHEC Sexual Assault and Campus Safety, MHEC Student Athlete Complaints Report, Alcohol and Other Drugs Report, Annual Disclosure Notice, etc.) Work in collaboration with institutional research to ensure the collection of accurate and appropriate data is used.
Ensure best practices for student development programs and services through the implementation of ongoing professional development for staff in the areas of Assessment, Diversity, Equity, Inclusion, accessibility, and other relevant higher education trends designed to support students’ success, retention, and completion and enhance/improve the student experience.
Provide effective fiscal management by developing and monitoring budgets for Student Development units in conjunction with directors and managers of each unit.
Perform other duties as assigned by the Vice President for Learner Support Services; serve in the absence of the Vice President.
Required Qualifications:
Master's degree or higher
Minimum of five years demonstrated experience at the Director level in at least one area of student development, student support services, or student success
Understanding of and commitment to the community college mission; Community college experience highly desirable
Knowledge of state and federal regulations in higher education
Ability to interact successfully and tactfully with faculty, staff, students and the public; experience working in a diverse work environment
Knowledge of current student affairs theories and practices
Preferred Qualifications:
Experience with assessment in student development learning outcomes.
Significant experience working collaboratively with faculty and academic administrators.
Experience resolving student conflict and setting expectations for community standards.
