Mission:

Quantum’s Test and Experimentation Sector utilizes advanced data collection, display, and analysis tools at both established test ranges and austere field locations. This enables real-time insight into system-level performance data, including tracking of systems, warfighters, and the test environment. The feedback provided allows programs to rapidly assess performance using test-fix-test methodologies, develop tactics, techniques, and procedures (TTP), or quickly retrain AI systems to meet mission needs. Quantum continuously innovates to automate data processes, enhancing the overall customer experience.


About the Role:

Quantum is seeking a highly skilled and experienced Senior Operations Research Systems Analyst to join our team as a Department of Defense (DoD) contractor. The successful candidate will play a critical role in developing test and assessment planning for innovative data harvesting and transfer protocols for cloud-based operations at the tactical edge. This position requires a deep understanding of operations research, data analytics, and advanced problem-solving capabilities.  The ORSA works with all members of the test team to implement robust data collection systems to support both test and experimentation events. Uses scientific inquiry in the independent development of mathematical models and computer programs to test, evaluate, and predict the ability to support assigned projects, studies, or problems. Provides technical guidance, advisory support, and assistance on an entire test and experimentation project or major phases of broad, varied operations. As lead analyst, attends meetings, conferences, briefings, and seminars related to test and experimentation program planning/ execution, advanced technologies, and support system concepts. Interface with customers as the initial or primary point of contact to understand customer requirements, define test capabilities.


Responsibilities: 

  • Conduct advanced operations research and analysis to support the development of data harvesting and transfer protocols for tactical edge cloud-based operations.
  • Develop and implement mathematical models, simulations, and analytical techniques to solve complex problems related to data transfer and optimization.
  • Collaborate with cross-functional teams, including software engineers and data scientists, to integrate analytical solutions into practical applications.
  • Evaluate the effectiveness of existing protocols and recommend improvements based on data-driven insights.
  • Perform data analysis and interpretation to support decision-making processes and optimize operational efficiency.
  • Provide technical guidance and mentorship to junior analysts and team members.
  • Prepare comprehensive reports, presentations, and documentation to communicate findings and recommendations to stakeholders.
  • Ensure all analytical methods and processes comply with DoD standards and security requirements.


Requirements:

  • Experience: Minimum of 10 years of experience in operations research, systems analysis, or a related field, with a focus on data transfer and optimization protocols.
  • Proficiency in analytical software and programming languages such as MATLAB, Python, R, or similar.
  • Strong background in statistical analysis, optimization techniques, and simulation modeling.
  • Experience with cloud-based platforms and services (e.g., AWS, Azure, Google Cloud).
  • Excellent problem-solving skills and the ability to work independently and as part of a team.
  • Strong communication skills, both written and verbal.
  • Proven ability to present complex technical information to non-technical stakeholders. 
  • Must be able to travel internationally and work in austere environments.
  • Must be able to lift/carry 50 lbs. equipment containers un-assisted.
  • Clearance:  Active DoD Secret (Ability to obtain TS SCI)
