Position Summary

The Vice President of Campaigns will lead campaign identification, development and execution at the Human Rights Campaign -- the nation's largest LGBTQ+ civil rights organization -- as we seek to shift the momentum and nationalize the fight for LGBTQ+ equality. They will oversee and manage a dynamic and diverse campaigns team that includes battleground state directors, regional field staff, and a campaign strategy team working to defend progress and advance LGBTQ+ rights across key areas of focus, from political and electoral campaigns to campaigns to advance equality in schools, workplaces and communities.. This leader must have the ability to spot emerging trends and identify opportunities that advance LGBTQ+ rights through a variety of methods, working with grassroots supporters, coalition partners, and HRC communications and program teams to manage cross-organizational campaigns. The Vice President will work closely with senior leaders to ensure the campaigns are selected and aligned with the organization's long-term goals while being nimble enough to respond to emerging opportunities in the fight for LGBTQ+ equality.

Position Responsibilities

Campaign Strategy & Leadership

  • Lead the development and execution of comprehensive, multi-layered campaigns that drive LGBTQ+ equality across key issue areas, including issue fights, electoral and legislative battles, and driving inclusion in workplaces, schools and communities.
  • Work collaboratively with organizational leadership to identify emerging threats and opportunities, and proactively build campaigns that engage a broad base of stakeholders, including grassroots activists, partner organizations, and the public.
  • Coordinate with regional and state-based teams to ensure campaigns are responsive to local needs and are integrated into national strategies.
  • Balance long-term strategic goals with the ability to pivot quickly and lead in fast-moving political and social environments.

Team Management & Development

  • Supervise and provide leadership to a diverse, high-performing campaigns team, including battleground state directors, field staff, and campaign strategists.
  • Foster a collaborative, high-energy work environment where team members are encouraged to innovate, take initiative, and thrive.
  • Provide regular coaching, mentorship, and professional development opportunities to ensure team members grow and succeed.
  • Promote a culture of inclusion, transparency, and accountability within the campaigns department.

Cross-functional Collaboration

  • Collaborate closely with government affairs and legal, communications, development and membership, and program teams to ensure campaign goals are aligned with the organization's broader objectives.
  • Leverage the full range of organizational resources-grassroots supporters, financial assets, policy expertise, etc.-to build effective, integrated campaigns.
  • Work alongside external partners, coalitions, and stakeholders to strengthen campaigns and amplify national messages.

Campaign Management (C3 & C4)

  • Oversee both c3 (educational) and c4 (political) campaigns, ensuring legal compliance and ethical integrity across all activities. This extends to campaign environments, where the organizational entities run coordinated, independent and membership programs.
  • Lead the design and execution of integrated, data-driven campaigns that leverage digital, field, and media strategies to achieve measurable outcomes.
  • Ensure that campaigns are appropriately resourced, including budget management, staff allocation, and partnerships.

National and Local Advocacy

  • Identify key legislative and regulatory targets at the local, state, and national levels, and develop advocacy campaigns that build public support, shift public opinion, and influence decision-makers.
  • Mobilize and expand a national network of supporters and allies to drive both short-term wins and long-term shifts in policy, culture, and public attitudes.
  • Lead efforts to ensure fairness and equity in non-political arenas such as schools, workplaces, and healthcare systems, utilizing advocacy, organizing, and public education strategies.

Tactical Execution & Innovation

  • Utilize data analytics, polling, and voter engagement tools to refine campaign tactics and drive measurable outcomes.
  • Stay ahead of trends in the political, social, and cultural landscapes, continually adapting campaign strategies to capitalize on emerging opportunities.
  • Ensure that campaigns are highly responsive to both political realities and public sentiment, adjusting approaches as necessary to achieve the desired impact.

Position Responsibilities:

  • At least 12 years of experience in political and/or advocacy campaigns, with a demonstrated track record of success in leading complex campaigns at the national and/or state level.
  • Significant experience managing both c3 and c4 campaigns, with a deep understanding of compliance, strategy, and tactics in both spaces.
  • Ability to identify and strategize around shifting momentum and nationalizing fights to advance equality legislatively, electorally, through issue campaigns, and more.
  • Strong experience collaborating and guiding 360 campaigns that leverage policy, communications/marketing, digital, donor engagement, partner engagement, grassroots and grasstops, and managing compliance.
  • Strong understanding of the political, legal, and cultural landscape affecting LGBTQ+ rights, with a particular focus on key battleground states and national-level efforts.
  • Proven ability to lead and motivate diverse teams, with experience managing cross-functional and geographically dispersed staff.
  • Excellent strategic thinking, problem-solving, and decision-making abilities, with a knack for balancing long-term vision with short-term operational needs.
  • Experience working in or alongside advocacy, grassroots, and coalition-building campaigns, as well as electoral campaigns.
  • Experience with distributed organizing and driving 50 state actions including mobilizations, toolkit based actions, and trainings.
  • Skilled in the use of data, technology, and analytics to inform campaign strategies and decision-making.
  • Expertise in campaign planning, resource management, and budgeting.
  • Proven movement builder with an ability to engage grassroots and grasstops support.
  • Unwavering commitment to centering diversity, equity, and inclusion in all aspects of work, and a demonstrated ability to develop strategies and tactics to create equitable and inclusive outcomes.
  • A visionary leader who can inspire teams, build relationships, and galvanize others to take action.
  • Highly adaptable, proactive, and strategic, with the ability to thrive in fast-paced, high-pressure environments.
  • Strong communication skills, both written and verbal, with the ability to engage diverse stakeholders, including the media, policymakers, funders, and supporters.
  • Spanish-speakers and other bilingual applicants are encouraged.
  • Proficient in campaign technology and tools such as VAN, Mobilize, Hustle, etc.
  • Strong skills with Microsoft Office applications (Word, Excel) and Google Apps (Gmail, Google Docs and Drive).
  • This position will need to have the ability to travel for work and significant flexibility with schedule - including evenings, weekend, and overnight travel.
  • A commitment to LGBTQ+ rights, racial and gender justice required.

All positions at the Human Rights Campaign may require travel on a regular basis or periodically. Where the need arises for business travel, appropriate compensation as outlined by the Fair Labor Standards Act will apply.
