Summary

Duties

The Deputy Chief Counsel renders legal advice and opinions to the Commissioner, the Deputy Commissioners, the Assistant Commissioners, top administrative officials, operating managers, supervisors, and staff on legal matters pertaining to the operations and activities of the Bureau in general, and the Office of Chief Counsel in particular, OCC also seeks to serve as a strategic partner for its clients to support their objectives. The incumbent shares responsibility with the Chief Counsel for the adequacy and soundness of legal advice in connection with all aspects of the mission of the Bureau. The incumbent provides supervisory and management assistance to the Chief Counsel on personnel, budgetary, and administrative matters that affect the legal staff. In the absence of the Chief Counsel, the incumbent is responsible for the performance of any and all duties of the Chief Counsel.

As a Supervisory Attorney-Advisor (General) (Deputy Chief Counsel), you will:

  • As a first or second-line supervisor, direct, coordinate, review, and evaluate the work of the legal and support staff. Strive to ensure that the work of their staff is completed in a timely, accurate, and efficient way, and appropriately addresses performance or misconduct issues.
  • In coordination and consultation with the Chief Counsel, responsible for the day-to-day management of staff administrative and human resources issues, including interviewing candidates for positions; recommending appointment, reassignment, or promotion to such positions; approving leave and timecards; hearing and resolving complaints from employees; effecting disciplinary measures as appropriate.
  • Render advice and opinions on legal matters requiring the interpretation and application of statutes, regulations, court decisions, and Departmental precedents involving many fields of law arising from Bureau operations.
  • Prepare or direct the preparation of litigation reports, pleadings, affidavits the Department of Justice, as requested, in litigating cases in which the Bureau is a party, or in which a Bureau official is sued in an individual capacity and is represented by the Department of Justice. Assist the Chief Counsel in establishing Bureau legal positions and directing agency actions with respect to litigation.
  • Prepare or reviews or directs the drafting or reviewing of, legislation, regulations, and publications related to the operations of the Bureau. Prepare comments or review comments on the impact of proposed legislation on Bureau operations.

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-15, you must have at least six years of experience as a practicing attorney with at least 2 years of that experience at the GS-14 or equivalent level.

Examples of this experience could include:- Experience managing or leading a team of legal professionals that maintains a customer-service oriented approach and negotiating on behalf of clients. OR
- Experience with providing high level legal counsel in at least three of the following areas: Acquisitions/Contracting Law; Employment/Labor Law; Information Disclosure Law, such as Freedom of Information Act and the Privacy Act; Technology Law, including but not limited to cybersecurity and emerging technology; Intellectual Property Law, especially trademarks; audits, oversight, and compliance activities; Ethics - either governmental or business organizational. OR
- Experience thinking strategically and communicating clearly about legal and other operational risks, leading tasks, and accepting new tasks and responsibilities as such, for both the agency and also clients. OR
- Experience drafting or revising organizational policies, based upon continuing review of case law, appropriate legislation, and regulatory, implementation, to minimize organizational legal risk; OR
- Experience thinking strategically and communicating clearly about legal and other operational risk (in light of a client's/organization's legal posture/position in the instant matter and overall/in future cases)How You Will Be Evaluated
