Job Description:
The Adult and Continuing Education Manager in Workforce Development is responsible for the planning and development, implementation, and evaluation of adult basic education and continuing education programs, including English as a Second Language (ESL), Title II adult education programs, First Step to Basic English, On-Ramps to Employment/Upskill initiatives, and online learning opportunities offered through Ed2Go. The Manager ensures these programs meet the community's needs, build bridges between non-credit and credit programs in ESL and other continuing studies that help students advance their education and career goals, comply with regulatory requirements, and align with the organization's mission. The Manager will oversee the College's participation and implementation of NJ's eligible training provider list (ETPL).
Essential Duties:
Program Development and Oversight
- Facilitate the design and development of course materials and learning resources in a variety of formats to support teaching and learning
- Manage the non-credit ESL and grant-funded adult education programs tailored to the needs of adult learners.
- Monitor and review adult basic education and continuing education curricula; participate in curriculum development that helps students achieve level gains, completion, and transitions.
- Recruit, hire, and evaluate instructors/trainers with appropriate subject matter expertise to teach, maintain, and assess programs and curricula.
Partnership Development
- Build relationships and collaborate with community organizations, educational institutions, and employers to promote and expand program reach and expand program offerings.
- Work with external partners to identify skill gaps and develop targeted training programs.
- Act as a liaison between internal and external partners to develop and maintain ongoing communications with existing collaborators.
- Expand public-private partnerships.
Data, Assessment, and Reporting
- Oversee the implementation of ETPL, ensuring programs meet state and federal guidelines.
- Implement changes and improvements to non-credit programs based on evaluation results and stakeholder input.
- Track participant progress and employment outcomes to measure program effectiveness and impact.
- Oversee and conduct assessment of programs in their service to the community's diverse learners. Evaluate program effectiveness through participant feedback, data analysis, and outcome measurement.
- Develop and maintain comprehensive reporting for stakeholders and funding agencies, collaborating with RVCC teams as appropriate.
Grant Management and Compliance
- Collaborate with Grants; engage in review of potential grants, developing and managing current and new grants including their submission, budgeting, and reporting.
- Drive metrics associated with grants including enrollment, completion, graduation, and career readiness.
- Ensure compliance with requirements of accrediting agencies, grants, and other funding agencies.
- Utilize technology to maintain records, submit data and reports, and document achievements.
Leadership and Team Management
- Work as a member of the Workforce team in meeting the needs of adult and community workforce training.
- Work collaboratively with others and encourage collaborative in a diverse, inclusive and student-centered environment.
- Supervise and mentor program staff, providing guidance, support, and professional development opportunities.
- Serve on councils, commissions, committees, taskforces, and college projects and teams to support efforts.
- Stay current with industry trends, best practices, and new developments in workforce development.
Other duties as assigned
Requirements:
Bachelor's degree with a minimum of 3-5 years of work experience in Adult Education, English as a Secondary Language, or a related field.
Experience with online learning platforms.
Proficiency in data analysis and reporting.
Proven leadership and team management skills.
Excellent organizational, communication, and interpersonal skills.
Ability to work collaboratively with diverse stakeholders and manage multiple projects simultaneously.
Commitment to continuous improvement and professional development.
Preferred Qualifications:
Master's degree, preferred.
Strong understanding of Title II adult education regulations and compliance requirements, preferred.
Experience with grant management systems, preferred.
