Overview:

BlueHalo is seeking an Open Source – PAI (Publicly Available Information) Targeting Analyst to serve as a subject matter expert in Open Source targeting and intelligence analysis supporting a high-priority federal intelligence program. In this role, you will provide analysis of open source and PAI data for multi-intelligence program objectives and lead research of open source/PAI data. You will join a team of dedicated intelligence targeting analysts leveraging targeting tools and data analysis to achieve program imperatives. Experience and training in one or more areas of; threat analysis, foreign intelligence, counterintelligence, operations, and investigations are highly desirable.

You’d like to do this:  

  • Operational Area Management: Oversee and analyze a broad operational theater, utilizing a variety of intelligence disciplines to gain situational awareness and deliver comprehensive assessments of the operational environment. Review operational traffic for intelligence leads.
  • Impact Analysis: Evaluate and forecast second- and third-order effects of operational decisions, tactical actions, and political developments to understand their potential impact on mission success, allied forces, and broader strategic objectives.
  • Intelligence Production: Develop and produce high-quality intelligence products, including reports, briefings, assessments, and situational updates, tailored to the needs of senior leadership, operational commanders, and policymakers. Draft comprehensive open source/PAI targeting packages in support of the customer objectives.
  • Collaboration and Integration: Work closely with cross-functional teams, including other intelligence professionals, military personnel, and external stakeholders, to provide integrated intelligence support across a wide range of operational domains. Engage operational components within the customer organization to address targeting requirements and develop new leads for operational exploitation.
  • Crisis Response & Adaptability: Respond rapidly to changing operational conditions and emerging intelligence requirements, adjusting analysis and recommendations as new information becomes available.
  • Strategic Guidance: Advise leadership on potential risks, opportunities, and contingencies, and contribute to the development of mission strategies and operational plans. Conduct detailed open source/PAI searches on targets of operational interest and relay pertinent data to relevant customer components.
  • Mentorship and Leadership: Provide guidance, mentoring, and support to junior intelligence analysts, fostering a collaborative environment that encourages professional growth and knowledge sharing. 

You’re required to have this:

  • Education: Bachelor's degree in Intelligence Studies, International Relations, Political Science, or related field (Master’s degree preferred).
  • Experience: Minimum of 8-10 years of experience in intelligence analysis, with a focus on managing large-scale operational areas and understanding the complexities of second and third order effects in a defense or national security context.
  • Security Clearance: Active TS/SCI clearance required. With polygraph is a plus.
  • Technical Skills:
    • Proficiency with intelligence targeting tools, databases, and analysis platforms. Familiarity with current geopolitical trends, emerging threats, and regional dynamics.
    • Experience with open-source collection and exploitation of Publicly Available Information (PAI) via use of OSINT tools.
    • Skill in exploitation of social media and public accessible databases. 
    • Experience in gathering, synthesis, and analysis of open-source intelligence information in support of objectives related to force protection, counterterrorism, counternarcotics, and other areas of the Customer mission. 

  • Analytical Expertise: Strong critical thinking skills with the ability to synthesize large volumes of information from diverse sources (HUMINT, SIGINT, IMINT, OSINT, etc.).
  • Communication: Exceptional written and verbal communication skills, with the ability to present complex analyses to non-expert audiences and senior leaders and support operational planning, technical papers, and other tasks as directed by customer.
  • Collaboration: Demonstrated ability to work effectively in multi-disciplinary teams, including military, civilian, and intelligence professionals.
