CE III Special Projects Engineer

An Overview
The Department of Transportation and Environmental Services (T&ES) Public Works Division is seeking a Special Projects Engineer (Civil Engineer III) to perform professional and technical work to support Public Works Engineering projects in the areas of sanitary sewer, roadways, structures, storm sewers and other public works infrastructure. This position will manage or participate as a team member in special programs and the planning, selection, design, and/or contracting of Public Works projects. The position will also manage grant funded projects and ensure compliance with grant requirements.
Work is performed under the supervision of the Public Works Engineering Manager and in close cooperation with other division staff. The position acts as a liaison between in-house professional, technical, and clerical City staff, grant providers, consultants, contractors, and City residents.
The Special Projects Engineer must take a highly proactive approach to work, think strategically to formulate solutions, and possess strong verbal and written communication skills to work effectively with the public, coworkers, consultants, and elected officials.

The Opportunity
Provide technical support and routine administration;Perform project management and/or participate as a project team member in the planning, selection, design, and/or contracting of public works projects;Develop cost estimates for projects;Provide professional, accountable, responsive, and courteous customer service; Oversee preparation of complete public bid packages for repair/construction of City owned infrastructure;Make routine inspections of City owned facilities to assess construction and/or repair operations and determine needs;Supervise the construction and control the budget for maintenance projects, including the writing of specifications and contracts, and analysis of bids and recommendations and award of contracts;Perform preliminary review of assigned projects to identify potential problems and recommend alternative solutions; attends preconstruction and in-house design review meetings;Review and checks maintenance and construction plans and specifications for completeness and code compliance;Review and approve invoices from both consultants and contractors;Prepares and maintains technical and administrative operating records and reports;Assist in the oversight of City maintenance and construction projects, studies, investigations, and surveys to include writing specifications, contracts and coordinating with internal and external contributors to analyze bids;Responsible for record keeping and preparation of reports to be submitted to various agencies/grantors;Assists in applying for grants and in the production of documents and other backup necessary for grant reimbursement as needed;Perform various work in the design of maintenance projects including: developing and reviewing plans, determining right-of-way requirements, writing special provisions, and preparing construction cost estimates and technical studies.Performs periodic field inspections of construction and maintenance projects such as storm drains, sewers, sidewalk and roadways;Investigates and responds to maintenance-related complaints and requests from the public;Other duties as assigned.About the Department

Minimum & Additional Requirements

To qualify for as a Civil Engineer III, you must possess a bachelor’s degree in civil engineering or other related field, and five (5) years of professional experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

To be considered as an ideal candidate, have five (5) years of experience in civil engineering practices and the ability to prepare and review civil engineering plans; have the ability to prepare maintenance and construction packages for public works projects; possess the capacity to perform or review technical calculations for the public works projects; have and possess the ability to communicate effectively with staff members, citizens, engineers, applicants, and contractors.
