This position is assigned to the Waterways Commerce Cutter Team with-in the Patrol Craft, Tenders and Boats Division of the Surface Acquisitions Logistics Center (SALC) located in Baltimore, MD.
The Surface Acquisitions Logistics Center (SALC) Patrol Craft, Tenders, and Boats (PCTB) Division has the following primary functions: (1) Support CG-932 Program Managers in the planning, organization, execution, and coordination of assigned program responsibilities in accordance with approved charters and applicable acquisition policies and procedures.; (2) Plan and execute a seamless integrated logistics transition of the acquired capability into the appropriate sustainment organization. (3) Ensure that standard systems engineering and integrated logistics processes are applied for each Asset acquired. Must be able to obtain and maintain a Secret clearance.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Develop, establish, and implement agency-wide logistics policies and programs to ensure the Coast Guard receives supportable equipment, for all missions.
Support the Acquisition Directorate Surface Program in the development of logistics documentation.
Plan and manage execution of Acquisition Logistics to ensure all elements of logistics are addressed in a standardized manner and meet USCG objectives, as well as program performance thresholds.
Manage the development of Integrated Logistics Support products ensuring current policies, procedures, and processes are used in development.
Assist Acquisition Program in the development of Life Cycle Cost Estimates (LCCE) and the management of the logistics program to ensure LCCEs are met.
Perform activities related to reviewing logistics deliverables for contract compliance
Conduct research and studies to identify the logistics program impacts and resource requirements of designated new, revised, or proposed programs or projects. Identify existing or potential delays, problems, issues; and formulate alternatives for new initiatives.
Research and studies may involve technical issues such as: design influence, maintenance planning, technical data, and support (test, measurement, diagnostic) equipment.
Drive implementation of strategic Integrated Logistics Support objectives, and assist with the design of a supporting integrated Logistics Support architecture that addresses all validated I LS requirements across all Surface programs.
Manage assigned projects relating to transitioning assets from acquisition to sustainment.
Ensure policies, procedures and toolsets are coordinated and consistently implemented throughout development, documentation, and implementation of repeatable business practices that emphasize commonality across domains.
Manages Effectiveness, Implements Improvements, and Monitors Implementation.
Plan and manage execution of Acquisition Logistics to ensure all elements of logistics are addressed in a standardized manner and meet USCG objectives, as well as program performance thresholds.
Assist Acquisition Program in the development of Life Cycle Cost Estimates (LCCE) and the management of the logistics program to ensure LCCEs are met.
Work closely with Acquisition Project personnel to coordinate the design, development, and/or integration of related logistics elements while providing guidance on the management of associated risk in accordance with the Risk Management Plan.
Drive implementation of USCG ILS strategic goals and objectives and assist with the design of a supporting ILS architecture that addresses all validated ILS requirements across all Surface programs.
Assist in tracking methods and procedures, by which, ILS requirements and related projects will be pursued.
Provide input to Integrated Master Schedules (IMS) by identifying ILS activities, their milestones, and their interdependencies with other activities. Use the IMS tool actively and creatively when planning, controlling, and reporting status of ILS initiatives and tasks.
Provide feedback to ILS requirements development efforts such as requirements determination, concept formulation, acquisition strategies and plans, technical specifications, procurement planning, source selection plans, proposal evaluation, and contract negotiations.
Coordinate the development and maintenance of LCCE processes and procedures by assisting with development of the following System Level Products including, but not limited to: Integrated Logistics Support Plans (ILSP), Manpower Requirements Analysis, and System Training.
Addition Requirements: The incumbent will be required to obtain and hold a Secret clearance and successfully complete the following:
Department of Homeland Security Life Cycle Logistics (LCL) level III certification.
Department of Homeland Security Program Manager (PM) level II certification.
Department of Homeland Security Contracting Officer’s Representative Level III certification.
