Mandatory Duties and Responsibilities:
The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue
Lead, oversee, and coordinate the National Weapon and Space Systems Intelligence Committee (WSSIC), an Intelligence Community-wide (IC) committee that evaluates and produces integrated IC assessments of the characteristics, capabilities, and status of foreign weapon and space system programs and supports the relevant Unifying Intelligence Strategies.
Establish subcommittees and working groups as required to focus on specific areas.
Conceive, plan and direct long-term projects for the WSSIC and its subcommittees, to include the annual WSSIC Program of Analysis (POA).
Provide inputs to annual evaluations of subordinate subcommittee and working group chairs and advocate for the award of joint duty credit.
Direct the coordination with FVEY on designators and names for foreign weapon and space systems.
Serve as the Intelligence Topic Expert (ITE) for the Weapons Development and Proliferation (WPNS) topic of the National Intelligence Priorities Framework (NIPF).
Lead the annual focus group that prioritizes the ACWP topic and coordinate with other relevant NIPF topic focus groups. Provide interim updates to the ACWP topic as required.
Coordinate and oversee briefings, reports, background papers, and other deliverables on weapons and space systems for senior IC members, policymakers, military decision-makers, members of Congress, and other major stakeholders.
Represent the IC and ODNI at senior level meetings, conferences, and other for a to promote intelligence collaboration.
Represent the US as co-Head of Delegation at the FVEY Chiefs of Scientific and Technical Intelligence steering group and its subordinate FVEY intelligence exchanges.
Coordinate the preparation of responses, correspondence, and products in response to Congressional tasking, including testimony, talking points, and statements for the record for senior ODNI staff.
Lead, initiate, cultivate, and maintain productive working relationships with IC and ODNI staff as well as with academia, the business community, and other non-government subject matter experts and use these relationships to obtain information that improves the knowledge and performance of the committee.
Develop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence and policy communities; identify issues and developments with internal and external peers, communicating regularly to exchange subject information.
