Highland, United States San Manuel Band of Mission Indians Full time

Under the direction of the Court Administration Supervisor, the Court Clerk is responsible for assisting the Court Administrator with Tribal Court and Appellate Court clerical duties, including case file management, preparation for court hearings, preparation of court minute orders, and other documents.

Essential Duties & Responsibilities

1. Provides administrative support to the Chief Judge and the Appellate Court judges, including ordering and maintaining office supplies, preparing check requests and purchase orders, preparing travel and training requests and arrangements, preparing correspondence, copies and faxes as requested, and maintaining Judges’ calendars. 

2. Provides reception services for the Tribal Court, including answering telephone inquiries and written inquiries, as appropriate; courteously meeting and greeting individuals presenting themselves to the Court; and receiving and filing all paperwork presented to the Court. 

3. Works with the Court Administrator to maintain all official records of the Tribal Court and prepare certified copies, as required.  Collects filing fees and fines and maintains fiscal records of all transactions plus compiles and maintains statistical data. 

4. Assists the Court Administrator with Tribal Court minutes, findings, orders, notices and other official documents. Prepares grant reports, Judiciary Committee reports or other reports, as required. 

5. Receives, processes, and calendars all complaints and actions in Tribal Court. Notarizes documents for the public as needed. 

6. Records and certifies revisions to the San Manuel Judicial Code, as enacted by the General Council, or Rules of Court, adopted by the Judiciary Committee, and providing copies to tribal citizens and tribal agencies, as required. 

7. Acts as a backup to the Court Administrator, if needed, and attends all required hearings and Tribal Court sessions and performs clerk tasks associated with hearings, including, but not limited to, calling hearings to order, swearing in witnesses and receiving documents into evidence, scheduling and confirming hearing dates.  Prepares the courtroom with necessary materials and/or services for litigants and prepares and posts daily dockets. Also, provides all court files to Tribal judges in preparation for hearing.  

8. Assists with maintaining a list of attorneys and lay advocates admitted to practice before the Tribal Court. Arranges for a court reporter to record all proceedings. May arrange for interpreters and pro-tem judges, as needed. Serves as liaison with court clerks in Federal, State, or other Tribal Courts. 

9. Performs other duties as assigned to support the efficient operation of the department. 

Education/Experience/Qualifications
  • High School diploma required.   

  • Associate degree in Court Administration, Public Administration, Paralegal, Legal Secretary, or equivalent from an accredited college is preferred. 

  • Minimum of three (3) years’ administrative/secretarial experience required.  Experience as a court clerk or legal secretary preferred. 

  • Relate to the public, court personnel, and other agencies in a professional, courteous, and respectful manner. 

  • Work effectively in a team environment and with minimal to no supervision.  

  • Demonstrated punctuality and dependability in regard to attendance. 

  • Pivot between tasks quickly, and the ability to prioritize, coordinate, and complete multiple tasks simultaneously. 

  • Excellent communication skills, both verbal and written, in the English language. 

  • Demonstrated ability to type at least 40 wpm.  

  • Knowledge of general office procedures, computer operations, and intermediate proficiency with Microsoft Office Suite. 

  • Perform basic troubleshooting on computers. 

  • An understanding of current Native American culture and experience working with Native American communities is preferred. 

Certificates/Licenses/Registrations
  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license. 

  • Must have current status as a Notary Public or the ability to obtain and maintain a Notary Commission within (180) days of hire.
