Memphis, United States Federal Aviation Administration Full time

For the H-Band: Performs multiple and varying assignments under the limited direction of more experienced professionals. May perform some leadership functions for large projects/programs or other work activities. Applies experience and advanced knowledge to plan and accomplish assignments. Reviews and provides technical guidance on airport master and system plans. Provides technical guidance for the preparation and coordination of local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital improvement Program (ACIP) and the administration of the Passenger Facility Charge (PFC) program. Reviews airport sustainability and environmental programs. Coordinates to ensure compliance with applicable Grant Assurances. Reviews land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Draft correspondence for review by more experienced planners. Reviews benefit/cost and life-cycle costs analyses. Coordinates with experienced planners on issues concerning nonstandard design. Recommends improvements to systems and processes for modification of standards requests to management and/or RO. Prepares project justifications, recommendations, and eligibility analyses to ensure projects are ready for grant funding and programming. Performs project close-out review and prepares recommendation to management for grant financial completion. Resolves most problems and work issues without assistance.

Reviews and provides technical guidance on airport master and system plans. Provides technical guidance for the preparation and coordination of local airport demand forecasts and Airport Layout Plans. Reviews airport sustainability and environmental programs. Coordinates to ensure compliance with applicable Grant Assurances. Assists in developing the ADO input to the National Plan of integrated Airports System (NPIAS) using FAA guidance. Reviews and approves land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Prepares various correspondence for review by management. Provides advice and guidance on the applications of policies and procedures on all aspects of project implementation and contract administration. Established policies/procedures provide guidance for most assignments. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Provides technical guidance to less experienced professionals to accomplish projects, programs/ activities. Reviews benefit/cost and life-cycle costs analyses. Reviews and makes recommendation for modification of standards requests to management and/or RO. Conducts project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system (SOAR). Possesses a complete understanding of grant project management and associated financial reports. Performs project close-out review and prepares recommendation to management for grant financial completion. Performs other duties as assigned.
