Project Overview:
Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize submarine construction and maintenance. New submarine construction is critical to the Navy and the Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and shipbuilders to support capital investments required to provide shipbuilding and repairs facilities optimization to achieve the 1 Columbia Class and 2 Virginia Class submarines per year rate while sustaining the existing fleet.
This project spans several supporting activities and sub-objectives, in close coordination with the prime, NAVSEA 04, submarine shipyards. Below are activities and objectives that are the focus of this project:
- National strategic functional dry dock plan across all shipyards.
- Near term and long-term critical equipment modernization lifecycles.
- Strategies to accelerate current shipbuilding facility expansion.
- Shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
- Assist shipbuilders in determining methodologies for reducing inventory space requirements.
This position is full-time tele-work and requires travel of 25-30% of the year, for site visits to the various shipyards and in-office visits to Reston, VA. Position is contingent upon project award and funding.
This position will bring supply chain, and logistics experience and expertise to the project and involvement in developing the assessment "toolbox" for the project tasks at each facility. Candidate will lead the inventory and logistics portion and participate in assessments and development of strategies and recommendations
Job Summary:
The Inventory Professional / Senior Operations Research Analyst position performs duties using extensive experience in warehouse and inventory management to support data gathering and analysis to make recommendations for optimizing submarine construction and maintaining shipyards. The position will evaluate operations, including quantity, type and location inventory storage, movement, internal and external storage locations of procured material from various suppliers to Navy shipyards. Reports to and receives operational direction from the Inventory Optimization Lead and may provide supervision, guidance, and training to other project personnel.
Major Responsibilities:
- Performs logistics and inventory related assessments of shipyard and supply chain operations including feasibility studies for materials and equipment.
- Works closely with Engineering and project team to integrate assessments, recommendation, and strategies.
- Participates in development and updates of procedures and reviews and approves recommendations related to the logistics and inventory area of responsibility.
- Provide training and guidance to other purchasing/supply chain personnel regarding all aspects of formation and administration of assessments, recommendation, and strategy.
- Prepares, maintains, and monitors engagements with shipyard and Navy personnel related to all logistics functions. Communicates with Navy shipyard and logistics personnel to perform assigned duties.
- Prepares logistics studies including shipyard and Logistics Service Provider facility visits.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and at least 6 years of relevant experience or 14 years of relevant work experience.
- Must be U.S. citizen
- Must have a DOD clearance or the ability to obtain one
Required Knowledge, Skills, and Abilities:
- Understanding of material shipping and receiving processes, counts and inspection of arriving material.
- Knowledge of inventory control mechanisms and processes including software.
- Preparation of inventory Logistics reports and analysis of project performance metrics.
- Identification of cost and service alternatives to support materials/equipment purchase decisions and use of Logistics service providers.
- Preparation of Logistics serviced provider commercial bid tabs, commitment authorizations, and contract documents.
- Preparation of logistics routes studies including site and Logistics service provider facility visits.
- Understanding of U.S. import/export requirements, Incoterms, and U.S. cargo preference.
- Knowledge and proficiency with Navy Supply System and National Stock Systems and knowledge of construction and maintenance of Navy submarines, including purchasing, inventory management, material requirements, and Submarine Safety Program (SUBSAFE) quality assurance program is preferred.
