Summary

Duties

The Environmental Health Clinician is an Occupational or Preventive Medicine Physician, assigned to the East Orange Campus, operating under the Ambulatory Care Department and reporting to the Section Chief of Ambulatory Care.

The Environmental Health Clinician serves as subject matter expert on environmental military exposures for Veterans and other clinicians. The Clinician will perform Environmental Health Registry evaluations including but not limited to Agent Orange, Airborne Hazards/Open Burn Pits, Depleted Uranium, Gulf War, Ionizing Radiation, Toxic Embedded Fragments as well as non-Registry military environmental exposures such as Camp Lejeune Contaminated Water, per- and polyfluoroalkyl substances (PFAS), liver flukes, sodium chromate dust at Qarmat Ali, depleted uranium at K2, and others.

The VANJ EH Clinician is responsible for processes related to the Registry Program including but not limited to:

  • Provide clinical management of local Facility Registry Programs.
  • Advise the VISN Lead EH Clinician, VISN Lead EH Coordinator and other stakeholders regarding administrative management of the Facility Registry Programs.
  • Complete initial and ongoing recommended clinical training in the potential health effects of military exposures.
  • Provide counseling and clinical services for each registry examination.
  • Ensure that registry examinations are done in a clinically sufficient manner and provide specialty consultation or testing as needed.
  • Inform the Veteran how the data supplied by and obtained during each registry examination may be used.
  • Communicate with the Facility Registry Program Manager to facilitate enrollment in the electronic mail distribution group for VA medical facility EH Coordinators and Clinicians.
  • Respond to inquiries about registry examinations from Veterans and the VA medical facility staff, and forward inquiries as appropriate.
  • In collaboration with the VA Medical Facility EH Coordinator, ensure that Patient Aligned Care Teams (PACTs) and other VA medical facility staff are aware of the Facility registry programs and how to refer eligible Veterans to participate in these programs for a registry examination through the VA medical facility EH Coordinator.
In addition, the Environmental Health Clinician:
  • Performs comprehensive and holistic health assessment, including a relevant health history and physical assessment.
  • Adapts assessment tools and techniques according to individual client needs, stage of development and cultural aspects.
  • Determines the need for, orders, performs, analyzes, and interprets the appropriate diagnostic tests, establish a differential and working diagnosis and monitor the health situation
  • Applies knowledge of pharmacology including pharmacokinetics, pharmacodynamics and best practice standards in selecting, prescribing and monitoring drugs to treat conditions, diseases, disorders and injuries within the Provider's scope of practice and clinical practice setting.
  • Communicates verbally and in writing, history, physical assessment findings, diagnosis, and treatment plan when indicated.
  • Consults with other health care providers in an appropriate and timely manner.
  • Critically appraises and applies current, relevant research into clinical practice from an evidence-based framework.
  • Assess client needs by compiling qualitative and quantitative information about clients (e.g., epidemiological information, interviews, surveys, research findings, and community assessments).
  • Participates in developing health promotion and prevention programs based on assessed needs, culture and evidence-based strategies and available resources for clients who are healthy or have acute or chronic conditions.
  • Participates in these same programs in partnership with the community, colleagues and/or other sectors.
  • Applies principles of teaching and learning when providing health education to individuals, families and groups.
  • Encourages clients to take responsibility for maintaining and/or improving health by increasing knowledge of, control over, and influence on, health determinants.
  • Implements primary, secondary and tertiary prevention strategies for individuals, families, and communities or for specific age and cultural groups, in accordance with population health principles.
  • Accepts sole responsibility and accountability for all actions taken within their scope of practice.
  • Incorporates professional, legal, and ethical decision-making guidelines into the practice of Medicine.
  • Acts as a resource person, preceptor and/or mentor for students, residents and other health care professionals, and the community.
  • Demonstrates leadership in clinical practice to meet multiple health care needs.
  • Participates in interdisciplinary, and/or inter-professional research or meetings that relates to her/his practice.
  • Participates in emergency preparedness and environmental health planning as part of a team.
Work Schedule: Monday through Friday, 8:00am-4:30pm
