Duties

What will I do in this position if hired?

In this Environmental Protection Specialist position, you will provide expert technical assistance and guidance on a variety of environmental and historic preservation issues across multiple working groups in FEMA and with our state, local and tribal partners. Managing all aspects of the environmental/historic preservation compliance function in the Louisiana Recovery Office.

Typical assignments include:

  • Scoping environmental/historic issues.
  • Reviewing grant applications for compliance.
  • Providing technical assistance to those involved with grant implementation, and ensuring compliance is sufficiently documented.
  • Ensuring that all disaster program activities receive the appropriate level of environmental review as required by NEPA, NHPA, and associated statues, regulations and Executive Orders.
  • Performing a full range of activities for environmental/historic preservation compliance and project management.
  • Data gathering, analysis, and inter-agency coordination.
  • Preparing (or assists in the preparation of) environmental and historic preservation compliance documents from simple to particularly complex and politically sensitive projects including resource evaluations, consultation letters, memorandums of agreement, categorical exclusions, and environmental assessments.
  • Coordinating with federal and state resource agencies in preparing environmental compliance documentation.
  • Providing assistance to program staff in the ongoing management of environmental/historic preservation compliance responsibilities.
  • Training and mentoring FEMA staff.
  • Authoring and negotiating environmental/historic preservation agreement documents with federal and state environmental/historic resource agencies.
  • Assists in formal consultations with federal agencies; ensuring deliverables meet expectations and identifying procedures to streamline environmental/historic preservation compliance for the Louisiana Recovery Ofifce.
  • Performs other duties as assigned.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
