MAJOR DUTIES:
Through intimate knowledge of the National Park Service and the Park's mission, vision, organization, policies and management principles, the incumbent is directly accountable and responsible to the Superintendent (GS 14) for planning, coordinating, communicating and executing visitor protection, law enforcement, safety, search and rescue, concessions management and structural and wildland fire suppression and prevention. Serve as a Federal Law Enforcement Officer, commissioned by the National Park Service as the Chief Ranger for Great Basin National Park. Serve as the visitor and resource protection expert and member of the park management team to develop and implement management strategies. Exercises the full range of supervisory duties. Develops park emergency response plans to ensure visitor and employee safety.
Serves as the principal assistant to the Superintendent on visitor and resource protection, law enforcement, safety, concessions, structural and wildland fire management and other aspects of park operations. As a member of the management team, is actively involved in decisions affecting overall park management policy. On a rotational basis with the other branch chiefs, serves as the Acting Superintendent during the absence of the incumbent. Incumbent is 1 of 2 required occupants at the park. Supervises the park law enforcement and safety, health occupational specialist staff.
Provides leadership and staff coordination, review and consultation in all functions of the Visitor and Resource Protection Branch including; visitor services, law enforcement, emergency medical care, search and rescue, structural fire, campground visitor use management, safety and backcountry and wilderness use management. Coordinates wildland fire fighting activities with the Bureau of Land Management in Ely, NV. Serves as the park's Tort Claim Officer, Coordinating directly with the Office of the Solicitor. Develops requests for additional funding. Establishes objectives and priorities, maintains accountability of property and funds and conducts program analyses. Serves as Custodial Property Officer and works with the Supply Technician to complete the semi-annual weapons and ammunitions inventory certification. Board of survey chairman.
Continually assesses program priorities, executing written and verbal direction to make changes/adjustments as required. Provides leadership in emphasizing direction for branch operations. Responsible for implementation of service-wide policy and program thrusts. Directs fiscal management and implementation of the branch financial plan and operation programs. Develops requests for additional funding. Establishes objectives and priorities, maintains accountability of property and funds and conducts program analyses. Is a Custodial Property Officer and works the Administrative Assistant to complete the Semi-annual Weapons and Ammunitions Inventory Certification.
Manages the Concessions Program. Reviews and takes action on safety inspections and the concession food service. Submits yearly NPS concession reports and develops projects in PMIS for management and maintenance of the concession using franchise fee funds.
