Summary Conducts training programs for flight standards inspectors and specialists concerning policies and procedures, and specialized training on aircraft and courses covering airworthiness, surveillance, and certification of aircraft, agencies, and air carriers. Responsibilities Use only approved methods, procedures and techniques in job functions and in operation of aircraft and stresses standardization of job functions. Conducts ground school on aircraft systems in support of flight units. Maintains a high level of pilot proficiency in aircraft. Applies the latest methods and techniques of instruction obtained through attendance at formal instructor training courses and seminars. Maintains liaison with aviation safety inspectors who conduct the Air Carrier Airmen Certification Program, and serves in an advisory and consulting capacity on job functions in that specialty. Recommends improvements and revisions to management on existing approved courses and the overall training program. Develops courses, outlines, and lesson plans necessary to conduct the ground training phase. Develops and analyzes tests to assure the objectives of the course are met. Familiarizes students with the latest regulations and requirements affecting the aviation safety inspector's job functions. Standardizes the inspector's performance, proficiency and timing relative to compliance with existing job functions procedures. Evaluates and reports the capabilities and performance of each student. Also reports areas in which further study and training are necessary. May be assigned responsibilities as course manager of one or more courses administered by the branch. May also be temporarily assigned to special projects to accomplish work as may be required. The Academy instructor has responsibility which requires highly specialized training, significant managerial skills, specific technical qualifications, and detailed proficiency equal to the highest nonsupervisory grade level in the field that significantly represents the occupational workforce. Possesses a high degree of human relations and communications skills which enables the individual to function as an agency role model for both new and current FAA employees. Possesses the skills to be able to understand and convert procedural requirements into overall function design of the FAA Academy's CENTER FOR EXCELLENCE to provide reliable and accurate course development and instruction. Maintains technical knowledge and currency equivalent to that of the highest level full performance specialist. The incumbent must have an in depth knowledge of the FAA Academy training process as it relates to the Aviation Safety Inspector work force job functions. Required to maintain a high level of proficiency in the operation of high performance aircraft used in air transportation; the effectiveness with which the branch training programs are coordinated and implemented will depend upon the aeronautical knowledge and proficiency, while maintaining expertise in commercial and/or general aviation state-of-the-art training programs. Provides support to the management team in the preparation and administration of the budget; coordination of staff training and travel administration; program management and planning; workload scheduling; space utilization, resource management; security; property management - accountable items; reports and records as required. When performing the duties of team coordinator, the employee will coordinate resources, such as, rooms and supplies; work schedules; T&A's; travel orders; suspenses; and, budget inputs. *Incumbent must hold an airline transport pilot certificate or hold a commercial pilot certificate with multiengine land and instrument ratings and be eligible for an airline transport pilot certificate. Qualifications Minimum Eligibility Requirements For 1825 Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. Medical Requirements: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of aircraft must: Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. In addition, when the predominant work involves air carrier operations, applicants must meet all of the following requirements: At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight; Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved; Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard. Minimum 100 flight hours during the last 3 years; Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters); Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); and Minimum 1,500 total flight hours. Recency of specialized experience requirements (100 flight hours within the last 3 years) and the need for a valid second class medical certificate is waived for current and former FAA employees in the 1825 series (this covers internal placement actions including promotions, reassignments, voluntary changes to lower grades, transfers or reinstatements to same or lower grade that currently or previously held). In addition to the minimum eligibility requirements, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the next lower level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE: For the FG-1825-13: Must have at least one year of specialized experience at or equivalent to the FG-12/FV-H level, which includes: Experience assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and enforcement activities. Additional experience may be in investigating and reporting on accidents, incidents, and violations. For the FG-1825-14: Must have at least one year of specialized experience at or equivalent to the FG-13/FV-I level, which includes: Evaluates and decides upon proposals to change the authorized programs of organizations; monitors, plans or conducts inspection programs; assures that assigned organizations are properly and adequately organized, staffed, and equipped; have and conduct an adequate training program, including an acceptable record keeping system; and have facilities and procedures that meet all regulatory requirements; responsible for the conduct of enforcement investigations and preparation of final reports and recommendations on disposition.
