Duties

The Office of Resource Conservation and Recovery (ORCR) develops and implements national waste management and clean-up program policy and regulations, working collaboratively with EPA Regional Offices, States, and Tribes. ORCR is a leader in promoting sustainable materials management to conserve natural resources, reduce environmental impacts, and to foster innovative thinking about wastes as commodities. ORCR develops programs and partnerships with governmental and non-governmental entities to support resource conservation through environmentally sound recycling. ORCR also implements the program for remediation and disposal of polychlorinated biphenyls, pursuant to the Toxic Substances Control Act.

Specific duties of the Deputy Director include:
Sharing with the Director all responsibilities for leading and managing ORCR. Assisting in the conception and planning for the national solid waste management program assigned to the Agency under the Solid Waste Disposal Act of 1965, as amended by the Resource Conservation and Recovery Act of 1976, and the Hazardous and Solid Waste Act of 1986. Assisting in the administration of the development, coordination, implementation, and evaluation of a national program. Discussing the objectives of the Solid Waste Program with EPA officials and other interested Federal and non-Federal governmental officials, as well as representatives of private industry, agricultural groups, and the general public. Establishing or directing and monitoring the establishment of controls in reviewing the accomplishments of the Solid Waste Program. Establishing and maintaining liaison and/or close working relationships with professional groups, governmental and industry associations, and others active in solid waste management work. Participating with the Assistant Administrator and their key staff members in formulating policy and developing and defining the broad programmatic direction for the Office of Land and Emergency Management. Providing program representation on Agency, interagency, and other technical committees of national and international importance. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors. Proposing and formulating the solid waste management legislative program for the Agency. Exercising oversight of contracts management and evaluating employee performance relative to contracts management responsibilities.

If you are selected, you must complete a 1-year SES probationary period, if not previously completed.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You will be required to obtain and maintain a secret security clearance.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience managing complex and controversial environmental policy issues of broad national importance.

TQ 2 - Demonstrated experience managing policy discussions within an organization, developing regulations and guidance as appropriate, and ensuring policy execution in leading a large, multi-disciplinary staff.
