Supervisory Attorney Adviser

This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.

Duties
You will:
- Serve as the first line supervisor managing a group of attorneys in one of the hazardous waste branch sections in the Office of Regional Counsel that provides legal counsel and support to the Region in areas ranging from the Comprehensive Environmental Response, Compensation, and Liability Act, the Resource Conservation and Recovery Act, Section 112r of the Clean Air Act, and the Oil Pollution Act.
- Resolve highly legal complex questions which arise under of laws, regulations, lawsuits, enforcement actions, executive orders and other administrative actions involving major Federal statutes affecting the Agency’s programs.
- Research legal questions relating to statutes, regulations, executive orders, caselaw, policy, and guidance for enforcements and/or counseling matters in administrative or judicial actions or any other issue affecting Agency programs.
- Provide legal advice and policy recommendations to management at Region 9, as appropriate, on Regional enforcement and/or counseling matters.
- Coordinate defensive, appellate and enforcement litigation, judicially and/or administratively, in connection with Regional matters arising under federal environmental statutes.
- Draft or assist in the preparation of major legal correspondence, briefing packages, notices (including notices of violation), information requests, subpoenas, administrative orders, litigation referrals, and other counseling or enforcement documents and reviews these documents for legal sufficiency and consistency with Agency positions, policy and guidance.
- Be responsible for coordinating the work of less experienced attorneys and technical experts, review all major work to assure the written materials and oral presentations are clear, precise, and of high quality and that work is completed on time.
- Represent the Region in its dealings with outside parties, including negotiation or dispute resolution of agreements, consent orders, consent decrees, memoranda of understanding or other matters in order to avoid protracted and expensive litigation and facilitate the expeditions administration of Agency programs.
