Summary

This position is located in Architect of the Capitol (AOC), Superintendent, Library Buildings and Grounds (LBG), Assistant Superintendent, Facilities Operations Division, Maintenance Branch, Electrical Section. The selectee serves as the Electrician Leader for the branch and is responsible for planning and laying out the routing, placement and arrangement of complex electrical systems, circuits, controls and equipment. 



Duties

Tour of Duty: Sunday-Thursday 4:30am-1:00 pm

*This position is essential and will be required to report to work during emergencies and inclement weather situations. Tour of duty may include holidays and weekends on a regular or recurring basis. Rotating shift work may also be required at management’s discretion.*

Electrician Leader

  • Assigns the immediate tasks to be performed by individual members of the workgroup. Works along with other workers and sets the pace. Demonstrates proper work methods.
  • Sees that needed plans, blueprints, materials and tools are available and that needed stock is obtained from supply locations. Obtains needed information or decisions from the supervisor on problems that come up during the work.
  • Maintains a current knowledge and answers questions of other workers on procedures, policies, written instructions and other directives (for example, technical orders).
  • Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods and deadlines have been met. 
  • Reports to supervisor on status and progress of work and causes of any work delays. Answers supervisor’s questions on overall work operations and problems (for example, concerning, additional on-the-job training requirements for individual employees).

Electrical Maintenance, Installation, Testing, Troubleshooting and Repair

  • Installs, assembles, troubleshoots, modifies, repairs and maintains electrical circuits, systems and associated fixtures, controls and equipment. Troubleshoots electrical devices containing electronic components to isolate the cause of the malfunction of electrical control systems, analog/digital controls and solid state motor control circuits in equipment. Examples of equipment that contain the circuit-based components are: fire alarm systems, variable speed drives and electric motor starters for the air conditioning systems, cafeteria and kitchen equipment, light dimming systems in conference rooms and automatic door opening systems.
  • Troubleshoots and repairs electronic ballasts, electronic dimmer panels, automatic transfer switches, motor control centers, transformers, small power tools, secondary power distribution lines, industrial multiphase systems, thermocouple sensors, electrical intrusion alarm and fire alarm systems, emergency warning systems, lighting control and protection systems, high intensity lighting systems with associated controls, AC and DC rectification systems, galvanic and impressed current cathodic protection systems, amplifier circuits and circuits used to supply a wide range of voltage, amperage, phase and frequency requirements to distribution panels, switch gear, power and control circuits.
  • Independently works from building plans, blueprints, wiring diagrams, engineering drawings and electrical maintenance and repair manuals.
  • Troubleshoots, tests and loads new and existing electrical lines, circuits, systems and associated fixtures, controls and equipment.
  • Traces hard-to-locate defects or problems. Interprets and applies the National Electrical Code (NEC), local codes, building plans, blueprints, wiring diagrams and engineering drawings and uses trade formulas to calculate common properties, e.g., voltage, voltage drop and current capability in series and parallel circuits, resistance, inductance, capacitance, power factor, current flow and temperature and length in single and multiple raceways, conduits, gutters and cable trays. 

Electrical Layout or Design Work 

  • Performs the electrical aspects of construction and renovation work. Installs electrical devices (conduit, outlets, circuits, etc.) in rooms for which there may not be complete blueprints or schematics available as a result of the age of the facility.
  • Plans and lays out trades work which includes but is not limited to measuring, cutting, routing, placement, type, size, gauge, balance, load, continuity and safe operation of electrical lines, circuits, systems, equipment and controls.
  • Prepares estimates of material and equipment needed and submits requisitions to supervisor for materials, equipment and supplies necessary to perform the electrical and electronic duties.
  • Determines and places distribution panels, boxes, fittings and connections and installs wiring, couplings, conduit, relays, fixtures, transformers and other electrical devices including electrical service entrances.

Responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in assigned areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.
