The Telecommunications Engineer III role, working under the guidance of the Manager, Infrastructure Engineering, helps ensure the stability and integrity of the enterprise’s telephony systems. In addition, the Telecommunications Engineer III participates in the installation, monitoring, reporting, systems management and capacity management, maintenance, support, and optimization of all aspects of the telephony infrastructure. This position serves as a highly influential subject matter expert and technical team lead.Essential Duties & Responsibilities

1. Provide technical leadership in designing, implementing, managing, and maintaining complex telephony systems utilizing technologies such as Session Initiation Protocol (SIP), H.248 gateways, H.323, Quality of Service (QoS), call centers, Unified Communications (UC), call recording, cloud architectures etc. including providing tier-3 troubleshooting and support.

2. Collaborate with cross-functional teams, stakeholders, vendors and other third parties on projects that require the integration of new or modified telephony systems or components in a manner compliant with applicable standards and controls.

3. Manage, evaluates, implements, and oversee telephony improvement projects to provide a robust and resilient environment to deliver Information Technology voice services.

4. Continuously monitor and optimize telecommunication systems, conduct research and development on telephony products and services to explore emerging technologies and investigate how they may be incorporated into the technology roadmaps.

5. Lead and develop process improvement and implement automation to improve operations across Information Technology practice areas.

6. Works within a team environment to ensure stakeholder requirements are met and that all applicable technology systems are incorporated into the overall telephony design.

7. Provides mentoring and knowledge transfer to other Telecommunications Engineers; keeps current with technology trends and standards.

8. Maintains expert level of knowledge in area of expertise by maintaining current certifications, attending seminars or through other related activities.

9. Performs other duties as assigned to support the efficient operation of the department.Education/Experience/Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Engineering or a related field is required.

  • Minimum of seven (7) years’ experience in enterprise telephony engineering required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Expert level of skill administering multi-site / multi-telephony platform deployment required.

  • Expert level of skill with current voice network topologies, protocols, standards and best practices required.

  • Expert level of skill with essential telecommunication transport methods (Direct Inward Dialing (DID), Primary Rate Interface (PRI), Session Initiation Protocol (SIP) etc.) required.

  • Experience in Cloud Private Branch eXchange (PBX)/telephony preferred.

  • Experience in vendor product evaluation (hardware, software, service providers) required.

  • Experience in vendor management preferred.

  • Experience with Unified Communications required.

  • Experience with enhanced 911 administration required.

  • Must possess essential data network knowledge to include Transmission Control protocol-Internet Protocol (TCPIP)/Dynamic Host Configuration Protocol (DHCP)/Domain Name System (DNS)/Routing/Switching.

  • Demonstrated ability to learn new technologies and implement advanced solutions at a rapid pace.

  • Monitoring and logging tools and strategies for management and troubleshooting of issues in a fast-paced environment is required.

  • Must have experience in performance testing, benchmarking, and stress testing.

  • Has the ability to work independently and as part of a matrix team.

  • Must have intermediate proficiency in Microsoft Office Suite (Visio, PowerPoint, Word, and Excel).

  • Must possess excellent verbal and written communication skills with the ability to create basic and advanced technical documentation and diagrams.

  • Proven ability to design, build and publish results of technology proofs and pilots.

  • Self-motivated and able to grasp new concepts quickly.

  • Must be comfortable and confident in an ambiguous environment.

  • Must be highly organized and resourceful with good verbal and written communication skills. Certificates/Licenses/Registrations

    • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

    • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.

    • Professional telephony related certification is preferred.

    • Information Technology Infrastructure Library (ITIL) Foundation Certification is preferred.
