Duties

The Director, Office of Multimodal Freight Infrastructure and Policy will provide executive leadership in the execution and management of multimodal freight issues including the following: 1) a coherent and actionable system-wide vision for freight infrastructure that ties modal systems together through collaborative planning and coordinated investment, 2) a data infrastructure to optimize the flow of goods and equipment and 3) industry analysis on freight activity to inform federal policy.

The Director will:
Manage, direct, and evaluate the activities within the Office to include providing executive leadership and direction to subordinate staff and obtaining the necessary resources to accomplish program objectives. Represent the Assistant Secretary as necessary at meetings, Congressional hearings, and public speaking events. Oversee the planning and coordination of multimodal and freight-based programs, data, and project activities, and ensures that they contribute effectively to the Department's needs and remain within budgetary resources. Partner with transportation-freight related organizations and identify the implications of their activities for Departmental initiatives. Support the development and representation of the Secretary, Under Secretary and Assistant Secretary for best practices, project planning and execution of infrastructure policy positions.

CONDITIONS OF EMPLOYMENT:
PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed). FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually. SECURITY CLEARANCE: This position requires the ability to obtain and retain a Sensitive Compartmented Information (SCI) security clearance. DRUG TESTING: Varies by position. Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it's still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. PCS EXPENSES: PCS Expenses may be authorized depending on budget approval. INCENTIVES: Relocation or recruitment incentive may be authorized depending on budget approval.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Demonstrated executive experience with U.S. transportation programs and policies, including applicable statutes and regulations that focus on multimodal freight planning and supply chain issues, and relevant Congressional committees and procedures.

2. Demonstrated executive experience executing and managing multimodal freight issues that include developing freight infrastructure that ties modal systems together through collaborative planning and coordinated investment; creating a data infrastructure to optimize the flow of goods and equipment and developing industry analysis on freight activity to inform federal policy.
