You will serve as an IT Cyber Spec (PLCYPLN-INFOSEC) will be responsible for primary oversight of Command, Control, Communication, Computer, Cyber, and Intelligence (C5I) Systems and projects throughout their lifecycle supporting the Application Services Branch (APP) in Portsmouth, VA or Kearneysville, WV. This includes initiation, planning, execution, and closing.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Acting as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully utilizing DevSecOps and Agile Methodologies.
Working with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives pertaining to information technology.
Providing advice on IT project costs, IT design concepts, or IT design changes.
Developing methods to monitor and measure IT risk, compliance, and assurance efforts.
Coordinating and managing the overall service provided to a customer end-to-end.
Coordinating and managing system life cycle management principles (DHS SELC).

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.




A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.
B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.

These duties are described at the full performance level of the GS-13.

Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement.

"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Relocation Incentive - Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
