AUKUS S&T Program Operations Lead

The Australia, United States, United Kingdom (AUKUS) Operations Lead will support USINDOPACOM J85 by providing coordination and execution support for International Science & Technology (S&T) Engagement initiatives, to include Joint International Experimentation (JIE), and other innovation/S&T workshops and engagements.
Essential Responsibilities:
- Conduct thorough analysis of the technological ecosystem, capabilities, and requirements to prioritize near/mid/long-term capability deliveries that will accelerate with USINDOPACOM partnership.
- Support the commitment of USINDOPACOM resource contributions into the Plan of Action and Milestones (POA&M) for selected capabilities.
- Develop capability options having significant contributions from partner nations.
- Collaborate with OSD, Joint Staff, and relevant AUKUS Working Groups.
- Support development and execution of AUKUS governance, in coordination with OUSD (P), OUSD (R&E), OUSD (A&S), Joint Staff, and Allies.
- Develop and implement strategic plans for integrating science and technology initiatives in operations.
- Ensure alignment with USINDOPACOM's broader objectives and priorities in science and technology.
- Contribute to the development of USINDOPACOM policies and strategies that incorporate emerging technologies and scientific advancements.
- Coordinate with interagency and international partners to ensure coherent and comprehensive policy approaches.
- Monitor and analyze daily developments relevant to science and technology initiatives.
- Coordinate daily briefings with intelligence, policy, and operational teams.
- Identify and mitigate risks associated with the deployment of new technologies in the region.
- Oversee the allocation and management of resources for science and technology operations.
- Ensure efficient use of personnel, equipment, and budget.
- Prepare detailed reports and briefs for senior leadership on the status and outcomes of science and technology initiatives.
- Aid in the design and planning of USINDOPACOM Joint Exercise Life Cycle (JELC) exercises that incorporate new technologies and scientific advancements.
- Aid in the development of exercise scenarios, objectives, and timelines that test and evaluate these technologies.
- Foster collaboration among participating entities to ensure successful exercise outcomes.
- Develop evaluation criteria and assessment methodologies for exercises.
- Conduct after-action reviews and produce comprehensive exercise/engagement reports.
- Develop and manage the budget for operations and exercises.
- Represent USINDOPACOM at regional conferences, seminars, and workshops.
- Provide planning, coordination, and execution support for International Science & Technology (S&T) Engagement initiatives, to include Pacific Operational Science and Technology (POST) Conference, and other innovation/S&T workshops and engagements. Provide external stakeholder coordination, project/program planning and milestones, logistics, topic inputs, documentation, and capture and documentation of key engagement results.
- Support the USINDOPACOM S&T office.
- Assist the government with travel planning for OCONUS and CONUS requirements.
- Establish relationships with sponsors, stakeholders, and venue and vendor POCs.
- Review, assess, compile, and disseminate documentation summary for planning developments and requirements at the conclusion of each S&T engagement.
- Approximately 15% travel annually, both to Mainland U.S. and Allied and Partner nations, in support of S&T events, including conferences, planning sessions, and exercises/experiments.
Minimum Requirements:
- Bachelor's Degree from an accredited college or university or equivalent combination of education, technical training, or work/military experience
- At least 10 years of DoD test and evaluation, experimentation, and/or science advisory experience
- At least 5 years of experience supporting Operations, Activities, and Investments (OAIs) in the Indo-Pacific AOR, particularly planning and conducting experiments to evaluate technologies addressing capability gaps
- At least 3 years of planning experience in a senior military staff office (Service HQ, Combatant Command HQ or Service Component, OSD, JS)
- Excellent oral and written communication skills
- Proficient at authoring analytical and/or policy documents
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
- Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level equivalents
- Must have an active Secret clearance, with TS/SCI eligibility later during employment. Note: US Citizenship is required to obtain a Secret Clearance.
Preferred Qualifications:
- Master's Degree from an accredited college or university, or Graduation from a military command and staff college
- At least 7 years of experience supporting Operations, Activities, Investments (OAIs) in the Indo-Pacific AOR, particularly planning and conducting experiments to evaluate technologies addressing capability gaps
- At least 5 years of planning experience in a senior military staff office (Service HQ, Combatant Command HQ or Service Component, OSD, JS)
- Top-Secret security clearance, with SCI eligibility later during employment. Note: US Citizenship is required to obtain a Top-Secret Clearance.
The salary range for this position is $130K to $150K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
