Duties

Typical duties of the EEO Division Director include:
Assist in implementing the OWIO Director's strategic vision for OWIO. Assist in planning, organizing, staffing, directing, managing, and evaluating OWIO programs, initiatives, and activities. Assist with general OWIO office management, including budget, records, privacy, IT, human resource management, and procurement matters. Serve as the FTC's technical authority on the legal aspect of equal employment opportunity (EEO). Provide authoritative oral and written advice on EEO laws, regulations, and guidance and the impact of these authorities on agency decisions, practices, policies, or programs. Lead the EEO Program and work to ensure it is resolution-focused; data-informed; compliant with U.S. Equal Employment Opportunity Commission (EEOC) regulations, guidelines, and processes; and aligned with the FTC's Strategic Plan. Develop and present clear and effective written and oral briefings to senior leaders and other stakeholders on significant and complex EEO issues. Remain current on developments and trends in the law and handle the agency's most sensitive matters with care and discretion. Draft or supervise the drafting of reports, memoranda, decisions, and recommendations, including the MD-715 Report and the No FEAR Act Report; the final disposition of EEO complaints, including final agency decisions, procedural dismissals, and resolution agreements; agency policies; and recommendations to address complex EEO issues. Oversee and evaluate the EEO complaint process pursuant to 29 C.F.R. Part 1614 to ensure quality, timeliness, and compliance with EEOC requirements. Manage individual EEO cases as needed and serve as principal attorney in charge of complex and/or sensitive legal problems, policy issues, and/or training needs. Support the development of EEO and special emphasis programs and projects. Supervise the EEO Division and its employees, who perform EEO compliance work, including complaint processing, investigations, dispute resolution, adjudication, data analysis, barrier analysis, mandatory reporting, and training. Conduct the full range of performance management responsibilities. Foster a collaborative and inclusive work environment that respects the contributions of existing OWIO team members and employees at every level of the FTC. Collaborate with the Human Capital Management Office, the Office of General Counsel, and other FTC bureaus and offices to understand issues, facilitate the resolution of problems, and implement policies, programs, and plans. Propose, conduct and/or supervise workforce studies, management reviews, surveys, barrier analyses, and other quantitative and qualitative data-analysis efforts to identify and address trends, disparities, gaps, opportunities, and institutional and systemic barriers to a work environment that offers all employees the opportunity to thrive at every level of the organization. Design or contribute to the design and implementation of training programs, briefings, reports, dashboards, and scorecards that promote understanding of EEO laws, support informed decision-making processes, and ensure program compliance. Provide support and guidance to OWIO leadership and Bureaus and Offices to help ensure the FTC promotes a fair marketplace for all consumers.

U.S. citizenship requirement must be met by the closing date of this vacancy. This position is subject to a background investigation. Males born after December 31, 1959 must register with Selective Service. Possess a J.D. or LL.B. degree from an accredited law school. Member in good standing of the Bar of a state or territory - US, PR, DC. The position may be subject to completion of a two-year trial period. This position is not in the bargaining unit.

Qualifications

Minimum Requirements

Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.

GS-15 Positions
For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school.

Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience requirements.
