We're seeking a future team member for the role of Director, Treasury Risk to join our Capital Management Oversight team. This role is located in New York City or Lake Mary, FL in a Hybrid work environment.

About the team:

The Capital Management Oversight function is the second line of defence responsible for the global oversight of the management of capital and related balance sheet strategy at BNY. The team monitors Treasury's management activities relating to the adequacy, planning, and deployment of capital across the Firm.

Key Responsibilities:

  • Provide leadership to help establish a second line review & challenge function to cover Basel/RWA interpretation and implementation.
  • Identify all relevant Basel capital rules applicable to each product being reviewed.
  • Interpret regulatory capital rules and translate them into operational terms to assess and evaluate rule implementation for both existing interpretations and new transactions and products.
  • Perform regulatory scans to determine applicable capital regulations across jurisdictions.
  • Review and validate RWA capital rules, calculation, and reporting for products being reviewed.
  • Prepare review summaries for each rule covering rule interpretation and implementation.
  • Hold review meetings with Financial Risk Reporting to discuss issues found in the review and get agreement on the issues found and remedial actions required.
  • Present issues to senior regulatory capital risk committees.
  • Work with first line partners to finalize remediation plans to address identified issues and track progress.
  • Help develop, maintain, and own second line Basel Review & Challenge policies and procedures.
  • Participate in industry groups on Basel to track the latest Basel capital rule development and other industry initiatives.
  • Engage with first line on Basel 3 (endgame) implementation and ensure appropriate second line oversight on rule interpretation and implementation.
  • Work with legal on Basel advocacy.
  • Responsibilities and opportunities will evolve with the rapid development of the Basel review function and implementation of Basel 3 Endgame. Ability to work in an unstructured and rapidly evolving role will be critical.

Minimum Qualifications:

  • Bachelor's degree or equivalent combination of education and experience is required. Master's degree preferred.
  • 10+ years of total experience with a minimum of 5-8 years of experience in Basel capital rule implementation or review role in a large bank is strongly preferred.
  • Leadership skills to work on cross-functional teams and first line partners in Treasury, Finance, and other functions.
  • Very strong analytical skills to analyze complex rules and products and create a review approach to ensure accurate rule interpretations and implementation.
  • Strong communication skills and the ability to appropriately distill analysis and content for senior management and other stakeholders.
  • Expertise in Excel, PowerPoint, Word, and other Microsoft Office applications.
  • Ability to work in an unstructured environment, develop and implement risk frameworks and processes from scratch.
  • Background in math, statistics, finance, accounting, economics, risk management, operations research, engineering, or a similar field is preferred.
  • CFA or FRM certification is a plus.
