The Senior Sustainability Strategist plays a critical role in the success of sustainability efforts to benefit the Raleigh community and its 470,000+ residents. This position is responsible for advancing external and internal high impact strategies of Raleigh’s Community Climate Action Plan (CCAP). In addition, the Strategist role manages and leads initiatives and projects at the organization-wide level and also with senior level stakeholders at the community wide level, including regionally, state-wide and sharing best practices across our Southeast and National peer network.
 
This role will focus on supporting city departments and community stakeholders in the implementation of key equity and resilience related initiatives and support the Sr. Manager in guiding the City of Raleigh as a leading local government across North Carolina and throughout the Southeast in policy development and best practices for equity, environmental justice, community health, climate impacts, resilience, community accessibility and access to infrastructure and resources.   This role will also serve as the lead on Communications, Education and Outreach, and a key project manager on a community resilience flagship program including a three-year federal grant.  
 
The Office of Sustainability partners with City departments and the Raleigh community in sustainability and climate action implementation. The Office of Sustainability is a part of the City Manager’s Office, and the Strategist role will report to the Senior Manager who is a member of the City’s Executive Leadership team.  The Office of Sustainability has won several awards locally, regionally, State-wide and nationally for their work to collaborate with partners and lead high impact climate action, equity, environmental justice and resilience initiatives in the community. Most recently, the City of Raleigh received sustainability leadership awards for Cleantech Talent Development for our Community Climate Interns program which promotes workforce development with underrepresented youth in the field; the Direct Reflection Award for our urban heat island project in addressing inequity in the community in an inspiring and innovative way that provides the best hope of a successful outcome; and the American Planning Association’s  (APA) Sustainable Communities Award for our work to create one of the nation’s first community climate action plans that leads with equity and resilience and for our high impact climate action implementation work.  
 
This Mission of the Office of Sustainability is:
To work collaboratively to prioritize sustainability, climate, equity and resilience efforts in the Raleigh community. We will work towards our vision by empowering the community and City of Raleigh to take climate action and continuing to establish progressively ambitious goals; educating and collaborating with residents and community organizations on greenhouse gas mitigation, climate equity and resilience projects; and by providing updates, benchmarking and data to support best practice policymaking.
 
We are looking for a highly influential individual with the ability to lead and interact with senior level staff, senior leadership, City Council and the ability to engage and source the appropriate levels of community stakeholders to advance CCAP initiatives.  This includes significant interactions with external stakeholders including frequent interactions with the community and development leaders, vendors and contractors.
 
The City of Raleigh’s Office of Sustainability is responsible for leading organization and community-wide sustainability and climate efforts. This position will work across the breadth and depth of climate action and sustainability topics requiring a high level of technical expertise and knowledge to support departments and external stakeholders in policy, regulatory, planning, codes, operational and technical issues and changes, data and performance management.  This position works in support of the sustainability team, City departments, community partners on the implementation of Raleigh’s CCAP, and will provide leadership, mentorship and project management guidance for peer Sustainability team members, departmental colleagues, fellows, interns, and community partners on city operational projects and external facing community projects and programs; and may directly supervise staff in the future. This role will help advance the development of performance and project management, data analysis, reporting, policy development, financing, contracting and external initiatives.   This role will also serve as staff support to Raleigh’s Environmental Advisory Board, a City Council appointed Board of volunteers with a City Council approved work plan.

This position will focus on a mix of programmatic and administrative duties. It will include significant opportunities to shape and implement policies, programs, and projects that advance progress toward the city’s Community Climate Action Plan (CCAP) goals.
 
Specific responsibilities will include the following:

  • This role will serve as a key project manager for a flagship program and three-year $440,000 Federal grant through the National Oceanic and Atmospheric Administration (NOAA). Partners include: the City of Raleigh, Partners for Environmental Justice (PEJ), the State of North Carolina’s Climate Office and many more stakeholders representing local neighborhoods, government, non-profit, business and more.  There are 3 main activities for this grant, which include education and outreach through the expansion of the Watershed Learning Network in partnership with PEJ to develop cohorts of residents that are empowered on climate resilience; community capacity building for resilience action in local communities including the Ready Raleigh Emergency Preparedness Guide; and climate resilience planning efforts.
  • Staff support for the Raleigh’s Environmental Advisory Board (EAB). This may include supporting the Sr. Manager in guiding the EAB’s work plan, developing meeting agendas and all supporting tasks and administrative steps to support EAB business and in adherence with public meeting laws, serving as a point of contact with departments to schedule presentations and guide the work plan discussions between the EAB and departments, assisting new and existing members with questions about rules and process, and helping provide information to the board.
  • Support the Sr. Manager and represent the City of Raleigh as a leading local government in policy development and best practices for issues such as equity, environmental justice, community health, climate impacts such as heat and flooding, community accessibility and access to infrastructure and resources, and supporting city departments in the implementation of key equity and resilience related projects and initiatives; and creating and leading initiatives to move forward other climate policy work 
  • This role will serve as the lead on Communications, Education and Outreach efforts, including: creating and leading the Office’s annual communications plan; serving as the liaison to the Communications Department; preparing resources and talking points for the Sr. Manager for various news and media requests; work directly with the Sr. Manager on the intake of news and media requests; creating best practices, guidance and efficiencies for education and outreach resources for the Office’s various projects, programs and partnerships; integrating Communications into the Office’s project management tool and processes for all projects; working with the Sr. Manager to draft various outreach materials and project toolkits and in partnership with key departments and community partners; and scheduling and drafting key presentations and website updates needed for highly visible City Council and public projects and programs such as the CCAP Annual Implementation Report and associated CCAP Data Dashboard, City Manager’s Updates, City Council presentation drafts, etc.  
  • Participate in efforts and pilots related to the Bloomberg American Sustainable Cities (BASC) grant that Raleigh was recently awarded.  The City will have a team of 3 iteam (innovation team) members for 3 years working on tackling climate change and closing the racial wealth gap.
  • Lead internal and external high visibility and high impact initiatives with various political and social considerations to balance.
  • Provide leadership within the Office (working directly with and on behalf of the Sr. Manager) in the development and advancement of performance and project management tools and processes, data analysis, reporting, policy development, technical projects and internal and external initiatives.
  • Create reports and make recommendations that the Sr. Manager, Senior staff and Leadership can use to make policy and programmatic decisions and to provide guidance and information to City Council and/or to external stakeholders.
  • Working with the Senior Manager and staff to coordinate the business plan, budget development and tracking processes; and on the monitoring, tracking and progress of funding, grants, and the City’s Climate Action Fund; and serving as a resource to support new funding opportunities that support the implementation of CCAP.  
  • Leading and assisting the sustainability team and partner departments in the contracts and procurement processes for sustainability related projects
  • Assisting with CCAP implementation, including a range of programs and projects
  • Support the City’s focus on equity by strengthening and developing connections to City projects and programs with communities that have been underrepresented
  • Monitoring City Council and other agendas for relevant items
  • Developing and working to streamline the process for reporting, data and performance management across the Office, City and community for CCAP implementation of strategies and performance metrics, including GHG inventories, benchmarking and national reporting requirements for Raleigh, and supporting departments and community stakeholders in the creation of performance metrics, data and progress tracking for climate action implementation.  Local and National reporting includes the City’s greenhouse gas inventory, the Carbon Disclosure Project (CDP), American Council for an Energy Efficient Economy (ACEEE), Bee City USA, Biophilic Cities, etc.
  • Lead initiatives and serve as a consultant for City of Raleigh Strategic Plan teams related to climate action topics.
  • Participate in legislative and other relevant local, State, Federal initiatives and opportunities.
  • Provide leadership within the Office to all Staff (working directly with and on behalf of the Sr. Manager) in the development and advancement of performance and project management tools and processes, data analysis, reporting, policy development, technical projects and internal and external initiatives.
  • Create reports, updates, memos and make recommendations that the Sr. Manager, Senior staff and Leadership can use to make policy and programmatic decisions and to provide guidance and information to City Council and/or to external stakeholders. This may include benchmarking peer cities, emerging best practices and technology, local, regional, State and Federal laws/policies/codes/trends, climate and financing related issues, etc.  
  • Represent the City of Raleigh as a leading local government across NC and throughout the Southeast in policy development and best practices for climate related issues in collaboration with our internal and external partners to identify opportunities to align local government’s climate strategies; and creating and leading initiatives to move forward other climate policy work

Typical Qualifications

Education and Experience
Five years of professional environmental analysis and/or management experience and Bachelor's Degree in environmental science, sustainability, public policy, finance, planning and development, transportation, engineering or related field; 
or 
an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. 

Preferred Qualifications and Experience 
Preferred experience in one or more of the following areas: sustainability, project management, data analytics, planning, public policy, process improvement, facilitation, business or public administration. Strong project management experience, process coordination, organizational skills and/or certification such as Lean Six Sigma, Project Management desired.
