As the Senior Director, Capture-Sales-Marketing Mgmt., you will be responsible for the capture and development of new business and expansion of existing contracts in the Government Services Industry for Information Technology and Engineering Services in the DoD and IC communities. You will represent a vital role in the Business Development group and the NSETS Business Unit’s activities, assisting in all aspects of developing and executing strategic initiatives working in collaboration with business support functions (finance, contracts, pricing, proposals, etc.). You will provide leadership of our capture team, marketing strategies, directly interact with USG customers, develop winning strategies, teaming strategy and execution, value proposition development, competitive analysis, proposal writing, and overall responsibility for positioning to be a successful bidder for large programs.

ESSENTIAL JOB FUNCTIONS:

  1. Drives opportunity from the capture decision to the contract award. Formulates, communicates, and implements integrated capture strategy, pricing, teaming, competitive intelligence / analysis, client relations, and technical solutions / concept development.
  2. Identifies leads and new business opportunities by leveraging past relationships and accounts.
  3. Establishes, maintains, and grows relationships with current and potential customers in the DoD and Intelligence Communities.
  4. Supports overall strategic planning, marketing, and capture activities. Responsible for specific capture activities such as win strategy, technical approach, teaming, competitive analysis, and contributing to pricing strategy.
  5. Identifies and implements business development projects and marketing relating to new industries, technologies, or services.
  6. Shapes Requests for Proposals (RFP), determines customer intimacy, and identifies strengths and weaknesses of the organization in pursuit of the opportunity.
  7. Identifies the need or benefits of teaming partners and the associated ethical oversight of required agreements; fosters solid relationships and partnerships with key prime contractor organizations and subcontractors on existing and new programs.
  8. Drafts and coordinates with Contracts and Legal departments Non-Disclosure Agreements (NDAs) and Teaming Agreements (TA) with all potential and existing business partners.
  9. Briefs new opportunities to Executive Leadership Team (ELT) to obtain approval to proceed/bid opportunity and for bid and proposal (B&P) funding and resources (Gate Process).
  10. Understands and develops pricing strategies based on competitive analysis and PtW concepts.
  11. Responsible for managing B&P budget to ensure opportunity does not exceed approved budget.
  12. Develops Concept of Operations (CONOPs) and solutions for Business Opportunity requirements that can be used for BOE development and execution.
  13. Briefs capture status to ELT at specified milestones in the capture process (Gate Process).
  14. Manages an opportunity pipeline and ensures pursuit opportunities are updated and current in Salesforce.

EDUCATION & EXPERIENCE: (or equivalent):

  1. Bachelor’s degree in business or a related field.
  2. 10 years of DoD experience in combined Capture Management, Business Development, and Program Management experience.
  3. Experience working with Information Technology services, Engineering Services, Operations and Maintenance, Logistics and other related services.
  4. Experience supporting a diverse set of customers to include Army, DISA, Air Force, Navy (DoD), DoS, DHS, IC and DoJ.
  5. Demonstrated ability to lead project teams, work cross-functionally, and think both critically and strategically.
  6. Shipley training (or similar) in a related field (PtW, Business Development, Proposals and Capture).
  7. Experience using Salesforce, or a similar CRM system for pipeline data and analytics.

KNOWLEDGE & SKILLS:

  1. Strong strategic networking skills across the services industry and with government and commercial entities.
  2. Critical thinking and problem-solving skills are essential.
  3. Excellent customer-facing skills.
  4. Effective oral and written communication skills coupled with the ability to establish and maintain productive customer and industry participant networks.
  5. Efficiency in the use of Microsoft and Adobe products.
  6. High level of energy, enthusiasm, and flexibility.
  7. Highly functional working independently, as a team leader and as a team player.
  8. A motivated self-starter with the drive to successfully complete tasks with rigor.

CERTIFICATIONS:

  1. Certification as a Project Management Professional is a plus.
  2. ITIL qualification is a plus.

TRAVEL: up to 75%. Must be based in the Washington, DC/Maryland/Virginia Area.

SECURITY CLEARANCE: Must have the ability to obtain a Top Secret clearance and have current IC customer access.
