Summary

This position is open internally to King County employees only. Metro Transit has multiple exciting Community Engagement Planner (Communication Specialist II) opportunities. In collaboration with the Partnership & Engagement team, you will coordinate the planning and implementation of engaging the community in efforts to engage and solicit input from the public regarding Metro service and capital planning, programs, and policies. The Partnership & Engagement group within Metro Transit's General Manager's Office facilitates community engagement and government relations for King County Metro. This workgroup is part of the Chief of Staff section that provides Metro trusted leadership, coordination, and expertise in engagement and communications with employees, stakeholders, partners, and the community to decide and implement equitable and sustainable regional mobility solutions.The most competitive candidates will have demonstrated experience relating openly and comfortably with diverse groups of people in public engagement and community outreach, and are skilled in feedback gathering methods, including surveys, public meetings, and stakeholder interviews and briefings. This recruitment will be used to fill 2 positions, one (1) Career Service and one (1) Special Duty Assignment/Term Limited Temporary The SDA/TLT is expected to last for 12 months may be extended. In addition, this recruitments selection process may be used to generate pool list for future Career Service, Term Limited Temporary {TLT), and Special Duty Assignment (SDA) positions that may occur in this classification. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. 

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As a Community Engagement Planner (Communication Specialist II), you will: Provide support in planning of overall communication efforts led by Community Engagement Planner IV and Ill staff to engage and solicit input from the public regarding Metro service and capital planning, programs, and policies. Work may include but is not limited to: Assisting in drafting content Organizing projects utilizing SharePoint Supporting in-person engagement Process invoices Processing invoices Research demographics, stakeholders, and opportunities for reaching populations affected by changes to plans, policies, and programs. Compile and summarize community input and responses for decision-makers, including King County Council, elected officials, and key internal and external stakeholders. Support major, multiphase public engagement processes that allow the public to shape plans, policies, and programs that affect them. Maintain project calendars of outreach activities, schedule outreach events and stakeholder briefings, coordinate the staffing of events, and prepare staff for participation in outreach activities. Coordinate responses, including monitoring, tracking, and preparing drafts, for public and stakeholder comments and feedback using Contact Relationship Management software. Support standing committees and commissions by coordinating meeting resources, drafting agendas, taking notes, and communicating with members through accessible formats. Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have: Minimum of one year of community engagement experience in the public sector or demonstrate progressive professional related experience with a combination of communications-related skills. Excellent communications skills, including: Writing, editing, and illustrating information in a clear and concise manner. Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences. Build networks that contribute to formal and informal relationship networks inside and outside the organization. A personal and professional commitment to equity and social justice, with experience engaging historically underserved people or communities in decision making. Experience in analyzing and creating reports on public feedback for internal decision makers and elected officials. Experience in building relationships, being a team player, and being able to work collaboratively. Ability to treat all employees and customers equitably, with respect and dignity, as well as solve problems for the good of all. Skill in facilitating and engaging in virtual and in-person community and stakeholder meetings, and experience engaging directly with members of the public by email, phone, in person, and through written correspondence. Skill in drafting content for multi-cultural communications materials, such as FAQs, key messages, website content, handouts, mailers, posters, presentations, display boards, social media, and multi-media. Experience working in contact relationship management software or tools to communicate, document, and maintain relationships with individuals and stakeholders (such as Salesforce, Constant Contact, Microsoft Dynamics, or Access). Advanced use of Microsoft Office, including Excel, Word, Visio, and Outlook. Highly competitive candidates will have (desired, but not required): Education (or interest) in developing professional skills in facilitation, dialogue, deliberation, organizational development, conflict resolution, community organizing, or equity and social Justice. Experience working with Accessible communications and accessible communities. Experience working in both government and community settings. Fluency in one of King County's top languages - referred to as Tier 1 or Tier 2 languages in the County's Executive Order on Translation (Spanish, Vietnamese, Chinese, Korean, Russian, Somali, Ukrainian, Amharic, Punjabi), and/or other languages not listed here.

Standard weekly hours will vary dependent on project/program needs.  Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.Union membership: Professional and Technical Employees Local 17 The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities.
