Duties

The major duties of the Student Trainee (Biology) position include, but are not limited to, the following:
Follows established procedures and conducts scientifically credible protection, mitigation, and restoration projects to prevent resource damage, to restore/maintain the integrity of critical habitats and native plant and animal communities, and minimize human activities that impact resources. Utilize appropriate GIS and GPS technology for project management and data analysis. Tests and implements scientific monitoring protocols to identify, evaluate, and monitor natural resources. Works with supervisor to write monitoring documents that define techniques and develop methods for future protocol refinement. Prepares management and scientific reports regarding the results of protection, mitigation, restoration, inventory, monitoring, and research activities. Assist with the integrated pest management program by maintaining a Maryland pesticide applicator certification or permit and developing strategic plans for prioritizing, detecting, mapping, controlling, and monitoring invasive species. Duties will be developmental in nature when filled below the full performance level.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. You must be a student who has been accepted for enrollment or is currently enrolled and seeking a degree or certificate in a qualifying educational institution , at least part-time. You must be in good academic standing as defined by the school you are attending. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Pathways participant agreement is required. The entire period served under the Intern Program counts as a trial period. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All Interns must meet all eligibility and qualification requirements by the closing date of the announcement-08/30/2024-unless otherwise stated in this vacancy announcement. In addition, they must continue to meet these eligibility requirements throughout the duration of the appointment. Students that have graduated are not eligible for this position.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

PATHWAYS ELIGIBILITY: To be eligible under the Pathways (Internship) program requirements, applicants must be currently enrolled (or accepted for enrollment) in a degree, certificate or diploma program on a full or half time basis as defined by the institution (certificate program means post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum). Enrollment is with a qualifying educational institution such as a high school or state-approved home school; or accredited technical or vocational school; a 2 or 4 year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer. Interns must provide a copy of up-to-date transcripts (unofficial) at the end of each academic year, unless requested more frequently by the supervisor or Human Resources Office, for verification of enrollment and academic standing as proof of continuing eligibility for participation in the Intern Program.

To qualify for this position at the GS-07 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Candidate must exhibit experience in working with threatened and endangered plant species of the eastern United States. Experience must include surveying/monitoring, identification, and active means of managing threatened and endangered species and their habitats. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least 1 year of graduate-level education or superior academic achievement in a major field of study of biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

You will NOT be considered under Pathways unless you provide supporting information from your school. Documentation may be provided in letter format from your academic advisor, school counselor, admission office, etc. to prove enrollment OR it may be provided in the form of several official documents from your school such as a copy of your official transcripts and a copy of your class schedule for next semester. Copies of documents from your school website are acceptable if they contain all relevant information as listed above. Letters from advisors or other school officials must be on school letterhead.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This is an indefinite, Excepted Service appointment that may continue if you continue to meet the eligibility requirements under the Pathways Internship program and funding is available.

Interns may be eligible for non-competitive conversion to permanent employment .

You must continue to meet the Pathways Program requirements throughout the duration of your appointment. To verify that you do, we will require proof of your continued enrollment and good standing each semester or grading period throughout your internship. Failure to do so will result in termination of your internship and employment.

Physical Demands: The work requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items.

Working Conditions: Work is performed both indoors and occasionally outdoors with moderate risks.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
