What will I do in this position if hired?

In this Supervisory Emergency Management Specialist - PLAN Planning Unit Leader position, you will be responsible for maintaining the status of all assigned resources at appropriate incident locations. The Resource Unit Leader also manages the preparation of the Incident Action Plan and associated forms. Primary duties include the following:

Provide guidance and training to Operations Section elements (e.g., Emergency Support Functions [ESFs] and Federal Emergency Management Agency [FEMA] programs) in the preparation of Operational Planning Worksheets when needed or requested;
Track and analyze resources assigned to the operation;
Develop and maintain the IAP and associated forms using the CMS WebEOC IAP builder or another similar system/process;

When deployed, the incumbent of this position reports to the Planning Section Chief and is responsible for checking-in and maintaining the status of all assigned resources. Incumbent will coordinate federal support for response and recovery to natural and man-made incidents that result in considerable levels of damage, or disruption severely impacting the affected population and infrastructure requiring sustained federal recovery support. Typical assignments include:

Ensure check-in/check-out procedures are established and recorded in a status database of all incident resources. Maintain master resource database for all resources throughout the life of the incident.
Prepares assigned portions of the Incident Action Plan (IAP); directing the preparation of various organization assignment and contact list and charts.
Provides immediate supervisor with list of resources currently assigned, on route, and/or order for use in the Incident Briefing.
Participates in the Operations Tactics Meeting. Ensure Assignment list are properly prepared using approved Operations Planning Worksheet (ICS form 215).
Provides Geospatial Information Systems (GIS) Unit with resource information needed for geospatial products.
Participates in Incident planning meetings.
Determines appropriate organizational structure based on supervisor's direction; ensuring structure and staffing are Incident Command System (ICS) compliant.
When not deployed, during steady state, the incumbent of this position reports to the Planning Section Chief and will:
Participate in exercises at the national, regional and state level and all required training with states, territories and other federal agencies
Provide input for development of and participate in the execution and documentation of functions and plans affecting critical aspects of FEMA's mission, operation response and programs
Provide basic instruction on disaster-related topics to regions, states, and local authorities.
Participate in the development of regional catastrophic planning for all-hazards responses.
Assist in the development of plans, goals, and objectives for new initiatives and programs.
Evaluate and provide recommendations for improving effectiveness of existing programs and activities.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
